2.25.010 Created.

Due to the great interest in Daggett County in improving, developing, coordinating and strengthening all programs concerned with a rapidly increasing aged and aging population and to more fully utilize the potential of our older citizens, their skills, their wisdom, and their experience, the town council hereby creates an “old timers” council on aging, hereafter referred to as the council on aging. 2.25.020 Purpose, duties and responsibilities of the council on aging.

The purpose, duties and responsibilities of the council on aging are:

A.    To serve as the successor to all functions of diverse groups left without authorization at the formation of the council on aging.

B.    To promote and develop programs to interest and provide for the welfare of senior citizens.

C.    To cooperate with the Utah Division of Aging and also both public and private companion agencies on the state and national levels to more effectively meet the needs of and provide opportunities for older persons.

D.    To integrate the activities of such other groups with the kindred aims of providing opportunities for senior adults of volunteer or paid service to the community and to their fellow men, and for opportunities in educational, recreational and social pursuits.

E.    To be aware of and interested in the aspects and needs of the aging, to promote appropriate public relations endeavors, and to coordinate activities and fiscal management.

F.    To seek out resources at the local, state and national level to provide services to the aging adult. [Ord. 7-13-78A § II.]

2.25.030 Organization.

The council on aging shall consist of five regular voting members representing different groups or agencies (public or private) associated with services to older people such as family services (welfare), health, education, community services council, churches, extension service, etc., with at least two members being lay citizens past age 64. Ex officio members without vote shall be the director (supervisor) of the senior citizens’ programs and the president(s) of the representative senior citizen club(s) (a maximum of two presidents) organized under the auspices of the council on aging.

A.    Voting members shall be approved by the town council by resolution (or minute entry). Appointments shall be made to be effective July 1st of each year. Vacancy appointments will be for the balance of the term for which the appointment was made.

B.    Appointments are to be staggered as follows:

1.    Two members appointed for one year ending July 1, 1979;

2.    Three members appointed for two years ending July 1, 1980;

3.    Thereafter all replacement terms for two years.

C.    Officers, to serve as the executive committee, to be selected from among the council on aging and approved by the town council, consisting of the following (term of office one year and not to exceed three consecutive terms):

1.    Chairman;

2.    Vice-chairman.

D.    Members of the council on aging shall meet regularly once each month or in special session as called by the chairman and are to be uncompensated except that they may be reimbursed for actual expense incurred on behalf of the council on aging. Secretarial services for the council shall be provided by the secretary of the senior citizens’ programs.

E.    Any member of the council on aging may be removed by the advisory board for cause.

F.    Program personnel shall serve by approval of the council on aging. The council shall provide job specifications (qualifications and descriptions) for all positions.

1.    The council on aging may hire a projects director to administer and coordinate approved programs.

2.    The projects director shall fill positions and develop and provide opportunity for volunteer services by qualified senior citizens as much as possible.

3.    The projects director shall work in close cooperation with the senior citizen club. [Ord. 7-13-78A § III.]

2.25.040 Budget.

A.    A budget shall be established annually by the town council, on recommendations from the “old timers” senior citizens’ council on aging, it being the desire of all concerned that this council on aging be independent and self-sufficient insofar as possible.

B.    Moneys collected shall be deposited to the Manila Town general fund. Moneys to be expended are to be approved by the council on aging and the Manila town council. [Ord. 7-13-78A § IV.]
