7.14.100 Establishment of a Clark County vegetation management department director position.
Pursuant to RCW 17.10.060, a Clark County vegetation management department director shall be employed by the board and will be assigned duties by the board including, but not limited to:
(1) Management of the annual program of work which includes the following duties and responsibilities:
(a) Supervision of the inspection of land to determine the presence of noxious weeds;
(b) Preparation of the annual program and preliminary budget for approval by the board of county commissioners for Clark County;
(c) Management of the Clark County vegetation management department’s annual program of work which includes four elements: the weed control program; the education program; the enforcement and regulation program; and the monitoring program.
(2) The director shall function as a program manager and shall be provided with the necessary authority to perform the duties of the position in an efficient and economical manner. The director will be authorized to employ help when necessary to select volunteers to help in program management and to make necessary purchases. The director will be reimbursed for services at an hourly rate of pay that is commensurate with the duties and responsibilities of the job.
(3) The director will be responsible for all expenditures and/or obligations made under the authority of the position and will be accountable to the Clark County vegetation management department for meeting the fiscal and budgetary restraints set forth by the Clark County vegetation management department and the board of county commissioners for Clark County. The director will provide the Clark County vegetation management department with a budgetary review of expenditures and balances at regular meetings held in April, July, and October of each year.
(4) The director will have the authority to issue citations for violations of the noxious weed control regulations. (Res. dated 3/6/95; amended by Sec. 3 of Ord. 2009-10-18)
