2.20.010 Office established – Appointment.

Pursuant to RCW 35A.13.010 and 35A.13.090, there is hereby established for the City of Covington the office of City Manager. Such office shall be appointive and all appointments to such office shall be made by the City Council. (Ord. 38-97 § 1)

2.20.020 Duties.

The City Manager shall be the chief executive officer and head of the administrative branch of the City government. The City Manager shall be responsible to the Council for the proper administration of all affairs of the City. The City Manager shall be eligible to attend all meetings of the City Council, regular and executive. The City Manager shall be the chief purchasing agent, and shall have purchasing and contracting authority as set forth in the City’s Purchasing Policies and Procedures as they now exist or may hereafter be amended. The City Manager shall have all of the powers, and shall perform each and all of the duties, specified by Chapter 35A.13 RCW, together with any other duties or authority which may be conferred upon such office by the City Council, or by the laws of the State of Washington pertaining to city managers, or by the ordinances of the City as they now exist or may hereafter be amended. 2.20.030 Creation of departments, offices and positions.

The City Manager is authorized to create, eliminate, consolidate and modify such departments, offices and positions as the manager may find necessary or advisable for the efficient operation of the City and to determine the powers and duties of each department, office and position. The City Manager may delegate to any officer or position any duties required or authorized to be performed by the City Manager. The City Manager shall designate an acting City Manager to be responsible during extended absences of the City Manager from the City. (Ord. 38-97 § 3)

2.20.040 Auditing officer appointed.

The City Council hereby appoints the City Manager or his or her designee as auditing officer. (Ord. 41-97 § 1)

2.20.050 Interfund loans – Authority.

The City Council does hereby grant the authority to the City Manager to make one or more interfund loans, subject to the following restrictions and conditions:

(1) The City Manager shall not authorize a loan for more than $1,000,000 from any fund without obtaining the City Council’s approval by resolution.

(2) Each loan shall have a repayment period of 12 months, but may be repaid in a shorter time at the discretion of the City Manager.

(3) When required by law, each loan shall carry interest at a rate no less than the monthly LGIP rate for each respective month or part thereof. In those instances where the imposition of interest is not required pursuant to the BARS Manual, each loan may carry interest at a rate no less than the monthly LGIP rate, at the discretion of the City Manager.

(4) Any following transaction shall be reported to all Council members within a reasonable time after reconciliation. (Ord. 32-02 § 1)
