10.05.010 North Touchet Road.

A. Upon recommendation of the county engineer it is necessary to reduce the maximum speed of traffic on the North Touchet Road for protection of the driving public at times of hazardous road conditions or to minimize damage to the roadway during times of extreme freezing and thawing cycles.

B. The county engineer is directed to post speed limits of 40 miles per hour for passenger vehicles and 30 miles per hour for trucks and buses on the North Touchet Road, No. 9115, at locations and times he may deem necessary to protect said road and the public traveling on said road.

C. The board of Columbia County commissioners establishes the following speed limits on the North Touchet Road:

1. Thirty-five miles per hour from the end of the blacktop (near milepost 13.74) to the snowmobile parking lot; and

2. Twenty-five miles per hour from the snowmobile parking lot to the ski basin area (entrance).

The county engineer is directed to oversee the posting and maintenance of appropriate reduced speed signs for the above-described sections of road. [Res. 87-02; Res. 86-01; Res. 84-08; Res. 79-18.]

10.05.020 South Touchet Road.

Reduced speed limits on portions of certain county roads are established as follows:

A. Maximum speed of 35 miles per hour on the South Touchet Road (Log No. 1325) from bridge No. 64 (milepost 2.70) to its terminus (milepost 7.51).

B. Maximum speed of 35 miles per hour on the South Touchet Road (Log No. 1325), during the period of construction of bridge No. 64, CRP 84-03, from its junction with the Pettyjohn Grade Road (milepost 2.17 to bridge No. 64 (milepost 2.70).

C. The county engineer is directed to post and maintain appropriate maximum speed signing in accordance with regulations pertaining thereto, at the locations and times described above. [Res. 84-08.]

10.05.030 Patit Road.

The maximum speed limit on Patit Road, No. 9132, milepost 1.5 to milepost 6.4, is 35 miles per hour during the time of its construction.

The county engineer is directed to post and maintain appropriate reduced speed signing in accordance with regulations pertaining thereto during construction of the Patit Road and to remove such signing upon completion of construction. [Res. dated 3/3/80.]

10.05.040 Tucannon Road.

The county engineer, county sheriff, U.S. District Forest Service Ranger and the manager of the Wooten Game Range have strongly recommended that a 35-mile-per-hour speed limit be established on the Tucannon Road from milepost 20.7 of the county road log (beginning at the State Game Reserve) to Panjab Campground in Section 5, T 8N, R 41E.

The board of Columbia County commissioners establishes this 35-mile-per-hour speed limit on the above-mentioned road effective immediately.

The county engineer is directed to oversee the posting and maintenance of appropriate reduced speed signs for the above-described section of road. [Res. 78-06.]

10.05.050 Wolf Fork Road.

Upon recommendation of the county engineer, it is necessary to control the maximum speed of traffic to less than 50 miles per hour on the Wolf Fork Road during the time of its reconstruction.

The maximum speed limit shall be reduced to 25 miles per hour on the Wolf Fork Road, milepost 0.00 to milepost 2.8, during the period of its reconstruction, and whenever appropriate signs giving notice thereof are erected. [Res. 86-09.]

10.05.060 Hatley Gulch Road – Snowmobiles.

A. The Hatley Gulch Road will be available for use by snowmobiles. This is county road No. 1424, and the road will extend from the north fork of the Touchet Road to the Eckler Mountain Road (officially, county road No. 1424).

B. It is further resolved that the speed limit on this road designated above shall be 30 miles per hour.

C. There shall be no parking on the roadway for a distance of three miles from the North Fork Road along said Hatley Gulch Road.

D. All users of the road are required to operate their vehicles in a reasonable and prudent manner, and snowmobiles shall yield the right-of-way to all other vehicles.

E. The county engineer shall post all necessary signs as to parking, speed and right-of-way. [Res. 74-20; Res. 74-01.]

10.05.070 Log tolerance permits.

Columbia County experienced, during 1974, extensive winter frost damage to roads and unusual precipitation, causing instability of many county roads. Many of these damaged roads are commonly used by log-hauling trucks and others. In order to minimize further road damage and allow issuance of overweight permits, it is necessary to restrict the speed of travel of such overweight vehicles. The county engineer shall issue overweight permits, including log tolerance permits in Columbia County only, which bear a statement of maximum speed limitation of 35 miles per hour. [Res. 74-10.]

10.05.080 Speed limit reduction on certain road log numbers.

The maximum lawful speed limit is reduced from 50 miles per hour to 25 miles per hour and such reduction is applicable to those county roads identified by the following road log numbers: 2451, 2457, 2472, 2441, 2486, 2515, 2530 and 2545. [Ord. 75-02.]
