6.50.040 Trailer camp license.

It shall be unlawful for any person to operate or maintain within the corporate limits of Ellensburg any trailer coach camp unless a license has been secured from the city clerk. No license shall be issued hereunder unless all requirements of the laws of the state of Washington and the rules and regulations of the Washington State Board of Health pertaining to trailer camps have been met. 6.50.080 Reestablishment of trailer camp.

All existing trailer camps which are discontinued hereafter and remain out of operation for a period of six months shall not thereafter be re-established and operated until this chapter has been fully complied with. [Ord. 2215 § 2, 1954.]

6.50.120 Parking outside trailer camp restricted.

Except in a licensed trailer camp or where a permit has been issued as otherwise provided herein, it shall be unlawful to park or place any trailer coach for the purpose of occupying or using same within the city for any period of time exceeding three hours. For the purposes of this chapter, a “trailer coach” shall include any vehicle which is constructed with sleeping and/or cooking facilities. [Ord. 2215 § 3, 1954.]

6.50.160 Parking outside trailer camp – Permit.

Upon payment of a fee of $1.50 per day, the city clerk may issue a permit for a trailer coach to be parked in the city outside of a trailer camp for a period not to exceed 15 days. Such permit shall not be issued unless the applicant shall establish to the city clerk that the proposed parking and use of the trailer coach will comply with the laws of the state of Washington, and the rules and regulations of the State Board of Health pertaining to trailer camps with respect to access, water supply, garbage disposal and sanitation. The permit shall be temporary only and, when a permit shall have been issued for a particular trailer coach once in a calendar year, another temporary permit shall not be issued for that same coach in that same calendar year. 6.50.200 Removal of wheels.

The removal of the wheels for the setting of a trailer coach on posts or footings will not be considered as removing said trailer coach from the regulations affecting trailer coaches unless such trailer is made to conform with the building code and other ordinances of the city of Ellensburg regulating dwellings and land uses. [Ord. 2215 § 5, 1954.]

6.50.240 Construction of residence – Temporary trailer permit.

The city council may authorize the building inspector to issue a permit to place and occupy a trailer coach during construction of a residence. Such construction permits shall be issued for periods of 90 days and shall only be issued where the proposed parking and uses of the trailer coach will comply with the laws of the state of Washington and the rules and regulations of the state of Washington and the rules and regulations of the State Board of Health relating to tourist camps with respect to access, water supply, garbage disposal and sanitation. 6.50.280 Renewal of permit.

At the expiration of 90 days, a person holding a construction permit may apply for an extension thereof and the council may authorize the building inspector to extend the permit for a period of 90 days if it appears to the satisfaction of the council that the applicant is proceeding with reasonable diligence in the construction of the residence and all of the requirements have been met. Two additional 90-day extensions may be authorized in the same manner and under the same conditions; the maximum time which any applicant may park and use a trailer coach for living and sleeping purposes outside of a trailer camp shall be one year. Permits shall not be transferable from person to person, or from location to location, and once a permit has been issued permitting the parking and use of a trailer coach on a particular lot, no other permit shall thereafter be issued for that particular lot. Once a person has obtained a construction permit, he shall not thereafter be entitled to apply for another. No more than one permit may be issued in connection with the construction of a residence dwelling. [Ord. 2215 § 7, 1954.]
