2.44.010 Established.

A public library is created and established in the city, to be known as the “Grandview Library.” (Ord. 2012-6 § 1; 1964 code § 10.08.010).

2.44.020 Appointment of library advisory committee members.

The mayor shall appoint, with confirmation by the city council, up to three persons to serve on the library advisory committee established pursuant to Section I.B.6 of the terms of agreement between the city of Grandview and the Yakima Valley Community College regarding the joint city/college library. 2.44.030 Term of library advisory committee members – Filling vacancies.

The term of office of such members shall be five years. At the expiration of the term of each member, the mayor shall appoint a successor for the full term of five years subject to the confirmation above stated. In case of vacancies on such committee prior to the expiration of the term, the mayor shall appoint a successor subject to the confirmation above specified, and the committee members so appointed shall serve for the balance of the predecessor’s unexpired term. No person shall be ineligible as a committee member nor, as such, shall receive any compensation. (Ord. 2012-6 § 1; Ord. 2011-16 § 2; Ord. 1462 § 2, 1996; 1964 code § 10.08.030).

2.44.040 Responsibilities and duties of committee members.

The library advisory committee acts in an advisory capacity under the direction of the Grandview library director. The committee members shall have such responsibilities and duties as directed by the Grandview library director. (Ord. 2012-6 § 1; Ord. 2011-16 § 3; Ord. 1462 § 3, 1996; 1964 code § 10.08.040).

2.44.050 Annual tax levy.

Repealed by Ord. 1462. (1964 code § 10.08.050).

2.44.060 Library fees and fines.

The following fees and fines shall be imposed by the library:

A. Registration. There is no charge for patrons living within Grandview city limits, city employees, Grandview school district students, or YVCC students/faculty/staff with current YVCC ID. Residents living beyond Grandview city limits will be charged $20.00 per year per household. Each registered patron, with the exception of YVCC students, will be issued a library card.

Library card replacement fee is $5.00 per card.

B. Overdue Items. There is no daily fine for overdue items. Grandview library staff will notify those with overdue items via phone, email, or mail during the first week of each month. Upon reaching the third month overdue, patron will be fined for replacement cost of the item and have their account blocked from further use until fee is paid in full. Once fined for replacement cost, those charges may not be reversed. Once the patron has reached $100.00 in unpaid fines, they will be sent to the collection agency currently being contracted. Patron is subject to the fees incurred by said collection agency and library staff will be unable to reverse the collection process once initiated.

C. Damages. Patrons are responsible for damage done to an item while it is checked out and will be required to pay replacement cost for the item(s).

D. Other Services. Printing and copying costs are $0.15 per page for black and white, and $0.50 per page for color. Scanning services will be provided at no cost. Notary services are provided for $10.00 each. (Ord. 2024-6 § 1; Ord. 2012-6 § 1; Ord. 2007-27 § 1)
