10.28.010 No-parking zones – As designated by painted curbing.

Except when in compliance with the law or the directions of a police officer or official traffic control device, no person shall stop, stand or park a vehicle in an area designated as a no-parking zone, as indicated by a yellow or red painted curb or other signage or marking. (Ord. 1733 § 9, 1986).

10.28.015 All-day parking.

Unless otherwise posted for a shorter period of time, no person shall park or stand any vehicle upon any highway or publicly owned parking lot for a period exceeding 24 hours. When any vehicle is parked or stands for a period exceeding 24 hours, the vehicle may be deemed to constitute a hazard or obstruction to traffic or an abandoned vehicle, and may be impounded in accordance with state law. For the purposes of this section, “highway” means the entire width between the boundary lines of every way publicly maintained when any part thereof is open to the use of the public for purposes of vehicular traffic. 10.28.020 Obstructing a fire lane.

Except when in compliance with the law or at the direction of a police or fire officer, no person shall stop, stand or park a vehicle in an area designated by a red-painted curb or red-painted striped fire lane in such a manner as would obstruct fire control equipment access to the area. Violation of this section is a misdemeanor and upon conviction shall be punished by a fine not to exceed $500.00. (Ord. 1733 § 10, 1986).

10.28.030 Authority – City Engineer.

The City Engineer is authorized to determine and designate by appropriate signage or yellow or red markings supplemented with the appropriate words, places in which the stopping, standing or parking of vehicles is prohibited on public property. This authority shall include private property for the purpose of designating fire lanes. (Ord. 1733 § 11, 1986).

10.28.070 Obstructing traffic.

No person shall park any vehicle upon any street in a manner which obstructs or otherwise interferes with vehicular, bicycle, or pedestrian traffic upon the traveled portions of the roadway, striped bicycle lane, shared-use corridor, or sidewalk. Parking may be allowed outside these designated travel lanes subject to other applicable regulation. (Ord. 2447 § 3, 2005; Ord. 1669 § 2, 1985).

10.28.072 Parking in alleys.

No person shall park a vehicle within an alley in such a manner or under such conditions as to leave available less than 8 feet of the width of the roadway for the free movement of vehicular traffic. No person shall stop, stand, or park a vehicle within an alley in such a position as to block the driveway entrance to any abutting property. (Ord. 1669 § 3, 1985).

10.28.074 Parking for certain purposes prohibited.

No person shall park a vehicle upon a highway or publicly owned parking lot for the principal purpose of:

A. Displaying the vehicle for sale or for advertising services for vehicles;

B. Washing, greasing or repairing the vehicle, except repairs necessitated by an emergency;

C. Displaying advertising; or

D. Selling merchandise from the vehicle, except when authorized. (Ord. 1669 § 4, 1985).

10.28.080 Additional parking restrictions in residential areas – Length restrictions.

In order to relieve traffic congestion and facilitate the orderly movement and safety of traffic and pedestrians, the stopping, standing and parking of trucks and vehicle combinations exceeding 30 feet in total length for in excess of 6 hours is restricted and prohibited upon streets in residential areas of the City. For the purposes of this section, “residential areas” means those portions of the City which are zoned and/or used for single-family or multiple-family residential purposes. (Ord. 1669 § 5, 1985).

10.28.090 Violation – Penalty.

Unless otherwise provided, any person violating the provisions of this chapter shall have committed a traffic infraction and shall be punished by a penalty of not more than $250.00. (Ord. 1733 § 12, 1986; Ord. 1669 § 6, 1985).
