When a developer and/or landowner extends basic utilities to serve a lot, cable television conduits shall be laid underground at the same time as those basic utilities. This will preclude the necessity for disturbing streets, sidewalks and alley ways when CATV service connections are extended to any building. The developer and/or landowner shall bear the entire cost required to extend such service, including easements, trenching, conduit, pedestals and/or vaults and laterals. The developer and/or landowner, however, shall be responsible only for such facilities serving his development. Conduit ends shall be elbowed to the final ground elevation and capped. The conduit shall be installed according to the specifications of the City Engineer. (Ord. 1384 § 1, 1979).
