13.13.010 Purpose.
Cross connections in the public water system pose a potential hazard to water quality with the City; the control of which is considered mandatory to the operation of the City’s public water system. Toward that end, the installation of backflow prevention devices to counter back pressure or prevent back siphonage into the public water system are necessary for public health, welfare and safety. (Ord. 1481 § 1, 1981; Ord. 1091 § 3.06, 1971).
13.13.020 Definitions.
The following are defined for use in this chapter:
A. “Backflow” means a flow other than the intended direction of flow, of any foreign liquids, gases, or substances into the distribution system of the public water supply.
B. “Backflow prevention device” means a device approved by the State of Washington, Department of Social and Health Services or such other State department as shall have jurisdiction over the subject matter, and by the American Water Works Association, used to counteract back pressure or prevent back siphonage into the distribution system of the public water supply.
C. “Cross connection” means any physical arrangement whereby a public water supply is connected, directly or indirectly, with any other water supply system, sewer, drain, conduit, pool, storage reservoir, plumbing fixture or other device which contains or may contain contaminated water, sewage, or other wastes or liquids of unknown or unsafe quality, which may be capable of imparting contamination to the public water supply as a result of backflow. 13.13.030 Unlawful cross connection.
A. The installation or maintenance of a cross connection which, in the opinion of the City Engineer and/or Cross Connection Control Specialist, will endanger the water quality of the potable water supply of the City of Issaquah, is prohibited.
B. Any such cross connection now existing or hereafter installed is declared unlawful and shall be abated immediately. The control or elimination of cross connections shall be in accordance with the State of Washington Administrative Code (WAC 248-54-840) or any subsequent revisions, together with any future manuals of standard practice pertaining to cross connection control approved by the Director of the State of Washington Department of Social and Health Services. The water supply will be discontinued to any premises for failure to comply with the provisions of this section.
C. Furnishing of service shall be contingent to the customer furnishing a type of connection approved by the State Health Authority and the City Engineer for protecting the City’s water supply from backflow. (Ord. 1481 § 1, 1981; Ord. 1091 § 3.06(B), 1971).
13.13.040 Adoption of State regulations.
Rules and regulations of the Washington State Board of Health regarding public water supplies, entitled Cross-Connection Control WAC 246-290-490, and the American Water Works Association, Pacific Northwest Section’s Fifth Edition of Accepted Procedure and Practice in Cross Connection Control Manual, as they presently exist and as they may, from time to time, be amended in the future, are adopted by this reference as if set forth in full. 13.13.050 Adoption of the Uniform Plumbing Code.
The rules, regulations and standards of the Uniform Plumbing Code, Sections 702, 1002 and 1003, as they presently exist and as they may, from time to time, be amended in the future, will be used by Building Official or his representative to ensure all building plans submitted to the City provide for adequate backflow prevention, and are adopted by this reference. 13.13.060 Backflow prevention devices – Installation.
Backflow prevention devices, when required to be installed in the opinion of the City Engineer or his designated representative, shall be installed and maintained by the service customer on any service connection to the City’s public water system when the backflow prevention devices are necessary for the protection of the City’s water supply or distribution system; provided, that such requirements shall be consistent with the codes adopted by this chapter. 13.13.070 Abatement procedure.
A. In the event that the City Engineer or his designee determines that a cross connection as herein provided does exist, written notice shall be sent to the person in whose name the water service is established under the records of the City of Issaquah, or alternatively, a copy of such written notice shall be posted on the premises served.
B. The notice shall provide that the cross connection described herein shall be corrected within 90 days of the date the notice is mailed or posted on the premises.
C. In the event the cross connection is not abated within the prescribed time, water service to the premises shall be discontinued.
D. In the event that the cross connection, in the opinion of the City Engineer or his designated representative, presents an immediate danger of contamination to the public water supply, service from the City’s water supply system to the premises may be terminated without prior notice; provided, however, notice will be posted on the premises in the manner heretofore provided at the time the service is terminated. 13.13.080 Right to require installation.
The water utility of the City of Issaquah reserves the right to require any customer to install, as a condition of water service, a pressure reducing valve, backflow preventive device, pressure relief valve or similar devices at any location where the City Engineer or his designated representative determines a need to protect the utility’s facilities; provided, that such requirements shall be consistent with the codes adopted by this chapter.
