The City is authorized to:

A. Create a source control business inventory that includes but is not limited to:

1. A list of all active business licenses in Issaquah and locations;

2. A list or map of other observed or functioning business activities included in IMC 13.28.116; and

3. Other activities determined by the Director to be a probable source of pollutants that can enter stormwater or surface waters.

B. Annually inspect at least 20 percent of the businesses/sites identified on the current source control business inventory to assess BMP effectiveness and compliance with source control as authorized by IMC 13.28.130.

C. Sites with no activities that could generate pollutants by being completely conducted indoors or out of contact with rainwater or stormwater runoff shall be exempt from inspection and further application of this section.

D. Require source control BMPs to reduce or eliminate pollutants and nonstormwater discharges.

E. Provide information about activities that may generate pollutants and the source control requirements applicable to those activities to all identified sites with a business address, by mail, telephone, electronic communications, or in person, as well as distributing such information during site inspections.

F. Inspect all sites on the source control inventory identified through a credible complaint.

G. Determine whether each site that is inspected adequately implements required source control BMPs and take enforcement action as set forth in IMC 13.28.130 and 13.28.135. (Ord. 2989 § 1 (Exh. A1), 2022).
