This chapter sets forth rules and regulations to control land clearing, excavation, grading and earthwork construction, stormwater management systems and facilities, including cuts, fills, and embankments; establishes the administrative procedure for issuance of permits; provides for approval of plans and inspection of clearing, grading and stormwater management projects; and provides for enforcement and penalties.
