After a permittee is granted a permit for clearing, grading, and stormwater management, no work shall commence prior to issuance of a written “notice to proceed” by the Director. Issuance of the notice to proceed shall occur only after expiration of any appeal period, after a preconstruction conference has been held, and after completion of all conditions set forth in the clearing and grading permit required to be completed prior to commencement of work.
