The provisions of this chapter together with the rules of procedure, as they currently exist or as they are subsequently amended, shall govern the conduct of Council meetings, maintenance of order, and order of business at City Council meetings. The provisions of this chapter are for the benefit of the Council to ensure orderly meetings and do not confer rights to any third party. (Ord. 3043 § 1, 2024; Ord. 2874 § 2 (Exh.
