All moneys received by gift or bequest or upon trust, or from property held in trust for cemetery purposes and all other moneys received, either from the sale of lots or niches or from any other source, shall be deposited in the cemetery fund, which is hereby created as a special revenue fund. The cemetery fund shall be held exclusively for the care, maintenance, and improvement of the City cemetery and/or for improving or embellishing the cemetery in any other manner or form consistent with the design and purpose of the City.
