All utility business and occupation licenses issued pursuant to the provisions of this chapter shall be valid until December 31st of the year for which they are issued, and all renewals thereafter shall be for a period of 1 year commencing January 1st of the year for which the license is issued and terminating and expiring December 31st of the same year.
