9A.34.020 Duty to obey law enforcement officer – Authority of officer.
(1) Any person requested or signaled to stop by a law enforcement officer for a civil infraction has a duty to stop.
(2) Whenever any person is stopped for a civil infraction, the officer may detain that person for a reasonable period of time necessary to identify the person, check for outstanding warrants, and complete and issue a notice of civil infraction.
(3) Any person requested to identify himself or herself to a law enforcement officer pursuant to an investigation of a civil infraction has a duty to identify himself or herself, give his or her current address, and sign an acknowledgment of receipt of the notice of civil infraction. 9A.34.030 Notice, failure to sign, nonappearance – Failure to satisfy penalty.
(1) Any person who willfully fails to stop when requested or signaled to do so by a person reasonably identifiable as a law enforcement officer or to comply with KMC 9A.34.020(3) is guilty of a misdemeanor.
(2) A person who fails to sign a notice of civil infraction is guilty of a misdemeanor.
(3) Any person willfully violating his or her written and signed promise to appear in court or his or her written and signed promise to respond to a notice of civil infraction is guilty of a misdemeanor regardless of the disposition of the notice of civil infraction. A written promise to appear in court or a written promise to respond to a notice of civil infraction may be complied with by an appearance by counsel.
(4) A person who willfully fails to pay a monetary penalty or to perform community service as required by a court under this title may be found in contempt of court as provided in KMC 9A.34.010. (Ord. 05-785 § 1).
