2.12.010 Civil service commission – Created.

(1) There is created in the city a civil service commission which shall be composed of five persons who shall be appointed by the mayor, with the concurrence of the city council. The members of such commission shall serve without compensation, and shall have such powers as prescribed by Chapters 41.12 and 41.08 RCW, relating to civil service in police departments and fire departments, respectively; provided, however, that the jurisdiction of the commission shall extend only to: the positions of police officer and firefighters as those positions are defined in RCW 41.26.030(3) and (4); to corrections officers; and to other members of the police support services bargaining unit in regard to suspension, demotion and discharge.

(2) After December 1, 1991, all appointments to the civil service commission shall be for a four-year term. The qualifications shall be that no person shall be appointed a member of such commission who is not a citizen of the United States, a resident of the city for at least three years immediately preceding such appointment, and an elector of the city wherein he/she resides. 2.12.020 Commission organization – Officers.

Immediately after appointment, the commission shall organize by electing one of its members chairman, and hold regular meetings at least once a month, and such additional meetings as may be required for the proper discharge of their duties. They shall appoint a secretary and chief examiner, who shall keep the records of the commission, preserve all reports made to it, superintend and keep a record of all examinations held under its direction, and perform such other duties as the commission may prescribe. 2.12.030 State laws adopted.

Chapters 41.12 and 41.08 RCW, except as provided in PMC 2.12.010 relating to positions covered under the civil service of the city, are hereby adopted and made a part of this chapter as though fully incorporated herein. Further, assignment levels, such as deputy fire chief, shall not be separate classifications and such assignment shall not affect civil service classification or standing. Such assignment levels shall be subject to the assignment and removal by the appointing authority and not subject to commission review; provided, that such assignment or removal shall not affect the civil service classification or standing of the assigned employee.
