2.28.010 Created – Membership – Terms.
(1) Pursuant to authority conferred by Chapter 35A.63 RCW, there is created a city planning commission. The commission shall consist of seven members who shall be appointed by the mayor and confirmed by the city council.
(2) The term of office of the seven commissioners shall be four years and staggered in such a manner that the terms of four commissioners shall expire in even-numbered years and the terms of three commissioners shall expire in odd-numbered years.
(3) All seven commission members shall be residents of the city and registered voters. No planning commission member shall serve more than two full consecutive terms. 2.28.020 Powers – Duties.
The city planning commission shall have all of the powers and perform each and all of the duties specified by Chapter 35A.63 RCW, excepting such duties assigned to the hearing examiner; the performance of such duties and the exercise of such authority to be subject to each and all of the limitations expressed in such legislative enactment or enactments.
In addition to the general duties specified in Chapter 35A.63 RCW, the planning commission shall have the following specific duties:
(1) Initiation of proposed amendments to the comprehensive plan;
(2) To review and make recommendations to the city council on all proposed amendments to all elements of the comprehensive plan, except for the capital facilities plan and parks, recreation and open space elements;
(3) To propose amendments to city regulations concerning land use and development as contained in this chapter and PMC Titles 18, 19, 20 and 21 and in the city’s shorelines management master program;
(4) To review and make recommendations to the city council on potential annexations of land into the city limits and the zoning to be assigned thereto;
(5) To issue reports to the city council concerning the growth and development of the city. (Ord. 2539 § 1, 1998; Ord. 2475 § 1, 1996; Ord. 1034 § 2, 1941).
2.28.030 Referral of matters by council.
The city council may refer to the commission, for its recommendation and report, any ordinance, resolution or other proposal relating to any of the matters and subjects referred to in Chapter 35A.63 RCW or related to any duty listed above, and the commission shall promptly report to the council thereon, making such recommendations and giving such counsel as it may deem proper. 2.28.040 Secretary.

2.28.050 Quorum.
A majority of the commission shall constitute a quorum for the transaction of business. Any action taken by a majority of those present at any regular or special meeting of the commission shall be deemed and taken as the action of the commission. 2.28.060 Election of officers.
The city planning commission, at or before its first regular meeting in January of each year, shall elect from its own members a chair and a vice-chair. The chair or, in his or her absence, the vice-chair shall preside over meetings of the commission. In the absence of both the chair and vice-chair, the commission may select a person to act as chair for that meeting only. 2.28.070 Review of right-of-way vacations.
