2.52.010 Definitions.

Words used in this chapter shall have the meanings designated in this section:

A. “Board” means Board of Park and Recreation Commissioners.

B. “Park” means an area of land, with or without water, developed and used for public recreation purposes, including landscaped tracts, picnic grounds, playgrounds, athletic fields, recreation centers, camps, foot, bicycle and bridle paths, motor vehicle drives, wildlife sanctuaries, zoological and botanical gardens, facilities for bathing, boating, hunting and fishing, as well as other recreation facilities for the use and benefit of the public.

C. “Recreation” means any activity or event contributing to the social, cultural, physical education, leisure education, environmental play, athletic and aesthetic well-being of the community. [Ord. 1958 § 1, 1998; Ord. 1256 § 1, 1980.]

2.52.020 Creation – Membership.

There is created a Board of Park and Recreation Commissioners, consisting of seven members, who shall be appointed by the Mayor and confirmed by the City Council, from citizens of recognized fitness for such positions who reside within the boundaries of Sunnyside School District No. 201. No Commissioner shall receive any compensation from the City for individual services while serving on the Board. So as to ensure representation of important community interest, one member of the Board shall be a representative selected from the administrative staff of a Sunnyside area grade or secondary school, a second member shall be an individual involved with a Sunnyside area senior citizen organization, and a third member shall be a youth representative (student) from a Sunnyside area high school. 2.52.030 Terms – Vacancies.

The Commissioners shall serve for a term of three years, except for the youth representative, who shall serve for a term of two years. Any Commissioner may be re-appointed to an additional term or terms, subject to approval and appointment by the Mayor and confirmation by the City Council; provided, however, that the person serving as the youth representative (student) shall be limited to a single term of two years. In the event that a member relocates residency outside of the boundaries of School District No. 201, the seat shall be deemed vacant and a new member shall be appointed to serve the remaining unexpired term. If the administrative staff member, the senior citizen member or the youth representative member becomes no longer involved with the respective organizations, the seat shall be declared vacant and a new member shall be appointed to serve the remaining unexpired term. The City Council shall have the power to remove any member at will and in case of any vacancies appearing on the Board to fill such appointments for the unexpired terms in accordance with SMC 2.52.020. 2.52.040 Officers – Meetings.

A. At its first meeting of each year, under normal conditions the January meeting, the Board shall elect a President and Vice-President from its members. The Director of Parks and Recreation shall serve as the Board’s secretary, although this individual is not a member of the Board. The Board shall have a regularly scheduled meeting at least once each month.

B. It shall be the duty of the President to preside at all meetings of the Board and of the Secretary to keep minutes of all meetings, prepare meeting agendas, and record all of the proceedings of the Board. The Vice-President shall preside at all meetings where the President is absent. A majority of the Board shall constitute a quorum for the transaction of business, and a majority vote of those present shall be necessary to carry any recommended action. 2.52.050 Authority and duties.

A. The Board shall advise the Mayor, the City Council and City staff or officials administering parks regarding the general supervision and control of all parks and recreational facilities and programs of Sunnyside. The Board shall advise regarding the development of park and/or recreational facilities, program activities, the employment of any full-time personnel, the conduct of any form of recreation, control and supervision of all parks belonging to the City, planning, promotion, managements, needs assessment, surveys and program evaluation, and acquisition, construction, development, maintenance and operation, including restrictions on, and compensation to be paid for, concessions or privileges in parks and/or playgrounds, either within or without City limits, or parks, squares, parkways and boulevards, play and recreation grounds, and/or other municipally owned recreational facilities, including community buildings, and improvements and ornamentation of the same; make recommendations regarding entering into written contracts with the United States, the State of Washington, any county, city or town, park district, school district, or any such public organizations for the purpose of conducting a recreational program or exercising any other power granted by this chapter.

B. The Board shall submit to the City Council, on or before September 1st of each year, an estimate of the amount of money required by the department to carry on its activities for the ensuing year, together with recommendations for the development of the program and facilities as it may deem advisable, for the information and guidance of the City Council in preparing the budget for the upcoming year, for the operation of the City parks and the recreation program and necessary facilities needed therefor. The Board shall recommend rules and regulations for the government, management, supervision and control of City parks and recreational facilities and programs.

C. The Board’s function shall be advisory to the City Council. [Ord. 1256 § 5, 1980; 1956 Code § 2-505.]

2.52.060 Nondiscrimination – Noncompensation.

No person shall be ineligible as a Commissioner by reason of sex, and no Commissioner shall receive any compensation. [1956 Code § 2-506.]
