2.53.010 Creation.

There is created a Board, which shall be known as the Sunnyside Municipal Airport Advisory Board, which shall consist of seven members, who shall serve without remuneration. Members shall be appointed by the Mayor and confirmed by a majority vote of the City Council. A minimum of three members shall be citizens at-large who reside within the Sunnyside School District and who are knowledgeable in airport operations and maintenance, one member shall be a member of the Sunnyside City Council, one member shall be a member of the Port of Sunnyside Board of Commissioners or designee, one member shall be a City department head or designee, and one member shall be a designated representative of Sunnyside Community Hospital. Additionally, both the City Manager and the Port Manager shall serve as ex officio members of the Board. [Ord. 2009-21 § 1 (Exh. A), 2009.]

2.53.020 Appointment, terms, rules of conduct.

Immediately upon appointment, the members designated to act on the Board shall assemble for organization, and for convenience of business transactions shall elect a Chairman and Vice Chairman from their numbers whose duties shall be the duties indicated by such designation. The term of office for the Chairman and Vice Chairman shall be two years with no member being able to serve more than two consecutive terms. The term of office for the Boardmembers shall be four years from the date of appointment or reappointment. All appointees will serve until successors are appointed and qualified. Members of the Board shall be subject to removal by a majority vote of the City Council. The Board may, subject to the review and approval of the City Council, adopt rules of conduct. 2.53.030 Duties of Board.

It shall be the responsibility of the Sunnyside Municipal Airport Advisory Board to make recommendations to the City Council and Public Works Director on the following matters relative to the operation of the Sunnyside Municipal Airport:

A. Construction, enlargement, improvement, maintenance, equipment and operation of the Sunnyside Municipal Airport facilities;

B. Adoption and amendment of rules and regulations for the operation and use of the Sunnyside Municipal Airport facilities;

C. Leasing or assignment to private parties, municipal or State governments or the national government, or departments of any of the same, for the operation or use of any space, area, improvements or equipment of the Sunnyside Municipal Airport;

D. Determination of charges or rentals for the use or leasing of any properties owned or under the control of the Sunnyside Municipal Airport and regarding the charges for any services or facilities and the terms and conditions related to the same;

E. Securing and enforcement of liens as provided by law and enforcement of payment of any charges due related to the Sunnyside Municipal Airport;

F. Promoting and fostering the development of the Sunnyside Municipal Airport for the benefit of the citizens of the City;

G. Developing comprehensive and long-range plans for airport development and financing;

H. Maintaining liaison with other governmental bodies regarding municipal airport operations and financing. [Ord. 2009-21 § 1 (Exh. A), 2009.]

2.53.040 Meetings.

The Airport Advisory Board shall meet once per calendar quarter or at such time as the Chairman thereof or a majority of the Board shall select and shall comply with the provisions of the Washington Open Public Meetings Act, Chapter 42.30 RCW.

A. The Board’s function shall be advisory to the City Council.

B. Any member who is absent, without being excused, from three consecutive regular meetings shall automatically forfeit their office.

C. It shall be the duty of the chair to promptly notify the Mayor or City Manager of any vacancy.

D. A quorum for the transaction of business at such meetings shall be a majority of the duly appointed voting members of the Board. [Ord. 2009-21 § 1 (Exh. A), 2009.]

2.53.050 Annual report.

The Airport Advisory Board shall provide an annual report to the City Council once per calendar year. [Ord. 2009-21 § 1 (Exh. A), 2009.]

2.53.060 Nondiscrimination – Noncompensation.

No person shall be ineligible as a Boardmember by reason of sex, race, creed or color. All members serve without compensation but may be reimbursed actual training expense upon the prior approval of the City Manager. [Ord. 2009-21 § 1 (Exh. A), 2009.]
