2.105.010 Established.
It is the intent of the town council to provide for the planting, maintenance, and removal of trees in the public rights-of-way and on town-owned property, including those trees that might affect said property. The town council finds that trees have substantial positive benefits, such as improving the environmental, economic, social, and aesthetic well-being of the community. The Twisp town council shall therefore establish a Twisp tree board (TTB) consisting of a minimum of five members, appointed by the mayor, of which no less than three members shall be residents of the town of Twisp. Said board members may include any number of interested citizens, including representatives of the park committee, planning commission, business community, local school district, electric utilities, and neighborhoods. The board may join and collaborate with an equal board of the town of Winthrop, Washington with members appointed by said town’s mayor which shall be referred to as the Twisp/Winthrop tree board, and which shall have the same responsibilities and be considered the same as the Twisp tree board. 2.105.020 Responsibilities.
The TTB shall have the following responsibilities:
(1) To develop a written plan and make recommendations for the care, preservation, planting, removal, and disposition of trees and shrubs in parks, public property, and rights-of-way;
(2) To develop information and procedures to encourage preservation and establishment of trees on public property;
(3) To perform such other tasks as may from time to time be directed by the mayor and/or town council. (Ord. 472 § 2, 1998)
2.105.030 Comments and recommendations.
The TTB shall be given an opportunity to make comments and recommendations regarding plans and/or development proposals that affect trees or that may include the planting of trees on town property, including town rights-of-way and parks. The board shall provide recommendations and comments to the authority responsible for making the final decision(s) regarding the adoption and/or implementation of such plan(s) or proposal(s).
