2.30.010 Creation.
The town of Twisp hereby creates the parks and recreation commission, consisting of five members, who shall be appointed by the mayor and confirmed by the council; inclusive of one member of the Twisp planning commission, appointed by the mayor and confirmed by the council. (Ord. 443 § 1, 1996)
2.30.020 Commission positions.
The first position shall be a member of the Twisp planning commission, who shall be a resident of the town of Twisp. The second and third position shall be from citizens who reside in the town of Twisp; the fourth and fifth positions shall be at-large from citizens who reside within the boundaries of the Methow Valley School District No. 350 with a strong interest in parks and recreation programs, services, and planning. 2.30.030 Terms of commission members.
Appointments shall be for terms of three years and shall commence on January 1st each year and shall expire on the thirty-first day of December of the last year for which the term is made; provided, that members shall remain in office until their successors are appointed and confirmed. The first commissioners shall determine by lot whose term of office shall expire each year, in order that one term shall expire each year. (Ord. 443 § 3, 1996)
2.30.040 Removal of board members and filling of vacancies.
(1) Members of the commission may be removed at any time by the mayor for no cause stated.
(2) Whenever a commissioner is absent for three consecutive regular meetings of the commission or an aggregate of five regular or special meetings of the commission, unless permission is granted by a majority of the commission, the person’s right to the position shall be automatically terminated.
(3) Upon the resignation or removal of any member, a successor shall be appointed by the mayor and confirmed by the council for the unexpired term. (Ord. 443 § 4, 1996)
2.30.050 Meetings, commission officers, quorum.
(1) The parks and recreation commission shall hold scheduled regular monthly meetings but not less than nine regular monthly meetings during any one calendar year. Meetings shall be in the town council chambers and all meetings shall be subject to the Open Public Meetings Act (Chapter 42.30 RCW). Public meetings of the commission shall be held at such time and dates as a majority of the commission shall establish. A special meeting may be called at any time by the presiding officer, or by a majority of the members of the commission upon written notice delivered at least 24 hours before the time of such meeting as specified in the notice. At the first meeting of the commission following January 1st of each year, the commission shall elect a chairman and vice chairman from its members. The chairman shall preside at the meetings of the commission. The commission may designate one of its members to act as secretary without salary, or if requested by the commission, the mayor shall designate a member of the paid staff of the town to serve as such secretary to the parks and recreation commission.
(2) The presence of three members of the commission shall be required to constitute a quorum for the transaction of business. A majority vote of those present shall be necessary to carry any motion. The commission may establish by-laws or procedures for conducting its meetings. (Ord. 443 § 5, 1996)
2.30.060 Duties.
The commission shall be advisory to the town council and mayor regarding the general planning, supervision and control of all parks, recreational facilities, and recreational programs of the town of Twisp. The commission may advise regarding: the development of recreation programs and park and recreational facilities, the conduct of any form of recreation, the management of all parks, grounds, promotion, needs assessment, surveys and program evaluation, acquisition, development, maintenance and operation; and recommendations regarding entering into written contracts with the United States, the state, county, or city, town, park or recreation district or other entity or organization for the purpose of conducting a recreational program or exercising any duty of this chapter. 2.30.070 Compensation.
The members of the commission shall receive no compensation; however, when the commission determines that it is desirable for members to attend a local, state or regional conference dealing with park and recreation issues, it may recommend the attendance and payment of the actual expenses involved in attending such meetings through requests in the annual budget. If approved in the annual budget, reimbursements for these expenditures shall be allowed as per the same policies as for all other city travel. (Ord. 443 § 7, 1996)
