13.20.010 Definitions.

As used in this chapter the following terms shall have the following meanings:

(1) “Winter months” means that period of any calendar year when, in the judgment of the town, that due to adverse or inclement weather conditions, it is difficult, or impractical, to make monthly readings of water meters.

(2) “Monthly rates” means the water rates for “metered services” as set forth and established in TMC 13.25.030. (Ord. 324 § 1, 1987)

13.20.020 Metered services – Winter months charges.

The charges for water services furnished through metered services during winter months shall be determined and established as follows:

(1) The monthly rate or charge shall be 90 percent of the last metered monthly charge, which monthly rate or charge shall continue to be the monthly rate or charge until weather conditions again permit meters to be read.

(2) When meters are read following a period of winter months, the charges for the period during which meters have not been read will be recomputed based upon actual usage for the period and adjusted to an average monthly charge for the period. If such adjustment results in additional charges being payable, the same shall be payable with the next monthly water billing. If the adjustment results in an overpayment having been made, credit for the amount thereof shall be applied against the next monthly water billing.

(3) In the event of a malfunction of a water meter during a winter months period, the monthly charges for water services during such period shall be 90 percent of the monthly charge based upon the last prior monthly meter reading. (Ord. 324 § 2, 1987)
