5.12.010 License.

A. No person shall manufacture, sell, offer for sale or possess for sale or barter, traffic in, barter or exchange for goods any alcoholic beverage without first having obtained a license therefor as required under AS 04.11.

B. For purposes of this chapter, “licensed premises” has the meaning given in AS 04.21.080(b).

5.12.020 Closing hours for licensed premises.

Licensed premises within the townsite service area shall be closed for the sale, service, and consumption of intoxicating liquor between the hours of 5:00 a.m. and 8:00 a.m. each day.

5.12.030 Sales on election day.

The provisions of AS 04.16.070(a) do not apply in the borough, and intoxicating liquor may be sold, bartered, given, consumed, or disposed of in a licensed premises within the townsite service area on election day.

5.12.040 Accessibility for inspection.

A licensed premises within the townsite service area, and every part thereof, shall be easily accessible for inspection by borough law enforcement officers during all regular hours for the transaction of business upon the premises, and during hours closed for business when it appears there are persons on the premises or when there is reason for such officers to believe there might be a violation of this chapter or another borough ordinance or code provision.
