2.105.010 Department of planning and community development.

There is hereby established a department of planning and community development, the administrative head of which shall be the director of planning and community development. The director of planning and community development shall be appointed by the borough manager. The director of planning and community development shall serve as an at-will employee at the pleasure of the borough manager. The director of planning and community development shall have supervision and control over the department of planning and community development subject to the paramount authority of the borough manager. 2.105.020 Functions and duties.

It shall be the duty, function and responsibility of the department of planning and community development to:

(a)    Administer the following provisions of the KGB Code, as amended from time to time: Chapter 11.40 KGBC, Borough Lands; KGBC Title 17, Subdivisions; and KGBC Title 18, Planning and Zoning;

(b)    Maintain a borough mapping program;

(c)    Provide staff support for the public and planning commission;

(d)    Disseminate appropriate types of information to the public;

(e)    Maintain population and census data;

(f)    Maintain a socioeconomic database;

(g)    Prepare and update neighborhood development plans;

(h)    Administer the Ketchikan District Coastal Management Program;

(i)    Prepare periodic revisions of the comprehensive plan; and

(j)    Perform such other duties and responsibilities as may be specified or required by the borough manager, the KGB Code or law. [Ord. No. 1018, §3, 3-3-97; Ord. No. 662, §1, 6-20-88. Code 1974 §5.59.010.]

2.105.030 Fees.

Upon recommendation of the planning commission, the borough assembly shall, by resolution, establish a fee schedule for all applications for vacation of rights-of-way, preliminary plats, plat alterations, final plats, conditional use permits, variances, rezones, zoning permits, special zoning permits, appeals to the board of adjustment, and other matters relating to planning, platting and zoning.

Such schedule is intended to cover the costs of such matters as legal advertisements, mailing notifications, and other fees and expenses if any. Such fees shall be paid, filed and deposited as provided in such schedule of fees or otherwise provided by ordinance. Fees shall not be refunded except as may be provided in the resolution establishing such fees. [Ord. No. 671, §1, 12-5-88. Code 1974 §5.59.015.]
