4.20.010 Purpose and goals.

(a)    The purpose of this chapter is to provide structure and organization for the orderly, efficient and effective pursuit of both short- and long-term economic development opportunities on behalf of the Ketchikan Gateway Borough.

(b)    The broad goals of the borough’s economic development program are as follows:

(1)    To provide advice to the borough assembly on matters of economic development.

(2)    To identify, prioritize and make recommendations to the borough assembly concerning opportunities for economic development.

(3)    To promote the development of an environment and associated infrastructure that supports private enterprise and economic development.

(4)    To weigh and make recommendations to the borough assembly with respect to regulations, policies and organizations which present an undue impediment to economic development.

(5)    To evaluate, advise and make recommendations to the borough assembly on requests for economic development assistance as requested by the borough assembly.

(6)    To prepare an annual report of economic indicators, prepare grant applications, identify projects recommended to the borough assembly for submission to the Southeast Alaska Comprehensive Economic Development Strategies (CEDS) Committee, and to review and develop other economic development project proposals to be forwarded to the borough assembly for approval.

(7)    To identify, study and report regarding the ongoing annual functions necessary to maintain a prosperous economy.

(c)    The borough economic development program may utilize a combination of in-house staff resources and contractual services to provide the expertise needed to carry out the economic development program. 4.20.020 Economic development staffing.

The borough manager shall propose a budget which provides for such staff as required to carry out the borough’s economic development program.
