12.10.010 Rural addressing.
(a) General. Addressing within the borough, excluding the city of Ketchikan and city of Saxman, shall be a version of the Century or Mile Marker System. This scheme is based on mile markers and breaks the mile into one thousand (1,000) units. The actual structure address is based on the distance from the nearest mile marker to the front entrance of the house or the center of the driveway if the house is not visible from the highway. The “zero” mile marker for Revilla Island shall be located at the beginning of the curve on Mill Street in front of the federal building which is shown on the state right-of-way plat, Project F-095-2(3) as 10+18.22. Addresses on Gravina Island shall begin at the airport ferry terminal. The addresses shall increase both north and south from this marker. Pennock Island shall have a “zero” mile marker beginning on Pennock Reef. Addresses shall increase in a southerly direction from that point. Addresses on Gravina Island, Pennock Island or any other outlying area shall be assigned based on the adjoining right-of-way or adjoining waterway.
(b) Address Transition Areas. In order to avoid conflict with the city of Ketchikan and the city of Saxman house numbering systems, and to prevent duplication of existing numbers along Tongass Avenue and Tongass Highway, there are hereby designated two (2) address transition areas. The first area shall be from the current (September 1988) north city limits to Mile 6, the interval being one hundred (100) numbers per one thousand twenty-one (1,021) feet. The current north city limits address is 4416. The second shall be from the present (September 1988) south city limits to Mile 3, the interval being one hundred (100) numbers per six hundred (600) feet to the 2300 block in Saxman and one hundred (100) numbers per one thousand two hundred thirty-four (1,234) feet from the 2800 block to Mile 3. The current south city limits address is 1710.
(c) Addressing. The address of a building shall be assigned at the time the zoning/building permit is approved. From the site plan and the borough maps, the distance to the driveway or front entrance shall be divided by 5.28, rounded off to the nearest units, and the result added to the nearest mile marker; i.e., the entrance is four thousand four hundred forty (4,440) feet from mile marker 12; 4,440/5.28 = 841; so the address is 12841. Buildings that are destroyed or rebuilt shall retain their former address. Number shall be assigned only from a legally named street.
(d) Number Assignments. The following is the recommended method of assigning addresses (house numbers) to different types of buildings:
(1) Single-family: one (1) number.
(2) Duplex, upper and lower: one (1) number followed by A for the lower (ground level) unit and B for the upper unit.
(3) Duplex, side by side: separate number for each unit, increase by two (2).
(4) Commercial unit: one (1) number.
(5) Multiple units within same structures:
a. One (1) number for the structure.
b. Ground level units: #101, #102, #103, #104, etc.
c. Upper levels units: #201, #202, #203, #204, etc.
(6) Twinhouse/townhouse: separate number for each unit, increase by two (2).
(7) Condominiums with common entrance: same as subsection (e)(4)(e) of this section.
(8) Condominiums with separate entrance: separate number for each unit, increase by two (2).
(9) Mobile home parks: one (1) number with the assigned space number attached.
a. First row nearest main road shall begin with 101.
b. Second row in from main road shall begin with 201.
c. Third row in from main road shall begin with 301.
d. Additional rows: 401, 501, 601, etc.
e. Space numbering should start from the space that is nearest to the north or south city limits.
(e) Odd and Even Numbers. Odd numbers shall be assigned to the left and even numbers to the right as the numbers increase.
(f) Corner Lot. A building on a corner lot shall be assigned a number based on the location of its main entrance.
(g) Unimproved Lots. No address shall be assigned for existing unimproved lots until a zoning permit (if required) has been issued.
(h) All numbers shall be visible from the road off which the number is issued to facilitate emergency vehicle identification and access. Numbers shall be not less than three (3) inches in height. Numbers can be made of either metallic or nonmetallic material. Where the building is not visible from the road, the number shall be placed at the primary entrance road or drive as well as on the main dwelling.
(i) Responsibility. The owner, occupant or person in charge of a house, building or structure, not later than thirty (30) days after notice of assignment of addressing numbers, shall affix the numbers assigned and shall also remove any old numbers that are affixed to the entrance, or elsewhere on such house, building or structure which may be confused with the number assigned not later than thirty (30) days after notice of the numbers assigned. The builder and/or owner shall be responsible for providing and installing address numbers on new or units under construction.
(j) Penalties. Failure to comply with any of the provisions provided for herein shall subject the responsible person to the penalties provided for in KGBC 12.10.030.
(k) Nothing herein shall be construed or interpreted in such a manner as to prevent the department of planning and community development from deviating on a case-by-case basis from these standards, procedures and guidelines when deemed necessary to produce a more consistent and logical numbering system where topography or other physical limitations so require. 12.10.020 Street addressing.
(a) The uniform system for address numbering of houses, buildings, mobile homes and other structures on all streets, roads, avenues, and public ways in the roaded system of the borough, excluding the city of Ketchikan and the city of Saxman, shall be as provided in subsection (b) of this section.
(b) The department of planning and community development shall be responsible for the administration and maintenance of the borough addressing system.
(c) The owner, occupant, or person in charge of a house, building or structure shall, not later than thirty (30) days after receipt of notice from the department of planning and community development, affix addressing numbers assigned, and within such thirty (30) day period shall also remove any old numbers affixed to the entrance or other portion of such house or building which may be confused with the number assigned. 12.10.030 Penalty.
Failure to comply with the provisions of this chapter shall be a violation subject to a fine in accordance with the schedule set out in KGBC 1.25.050. Each day upon which a violation occurs shall be considered a separate violation; provided, however, that notice of the condition of violation must be provided at least thirty (30) days prior to issuance of a citation for violation of this chapter.
