10.32.010 Confinement of loads

(a) No vehicle shall be driven or moved on any highway unless the vehicle is so constructed or loaded as to prevent any of the load from dropping, shifting, leaking, or escaping, except that sand may be dropped for the purpose of securing traction, and water or other substance may be sprinkled on a roadway in cleaning or maintaining it.

(b) No person may operate on any highway any vehicle with a load unless the load, and any covering on it, is securely fastened so as to prevent the covering or load from coming loose, detached, or in any manner a hazard to other users of the highway. 10.32.020 Removal of dirt and debris

(a) A contractor or other person in control of a construction, excavation, or other project necessitating or involving the hauling of dirt, rock, sand, or other materials or debris upon a highway or vehicular way or area shall conduct that project in such a manner as to avoid such materials being dropped, dragged, tracked, or otherwise deposited upon a highway or vehicular way and shall sweep, wash, or otherwise clean all such materials and debris from highways or vehicular ways affected by the project no less frequently than at the close of each working day.

(b) Any contractor or other person who fails to comply with the provisions of subsection (a) of this section shall pay all costs and expenses incurred by the city in cleaning the affected highways or other vehicular ways.

(c) In addition to any fine or penalty imposed for the violation, any person violating subsection (a) of this section shall be guilty of a minor offense. [Ord. 1391 §19, 2020; Ord. 738 §2, 1984. Formerly 10.32.110]
