4.27.010 ESTABLISHMENT AND FUNCTION.

(A)    The borough area schools site selection committee is hereby established.

(B)    The function of the committee shall be to report and recommend to the assembly on the location of school buildings pursuant to MSB 19.08.020, Location of school buildings.

4.27.020 MEMBERSHIP.

(A)    The committee shall consist of seven members as follows:

(1)    two assembly members;

(2)    one planning commissioner;

(3)    two school board representatives; and

(4)    two community members at large.

(5)    When a school site is being considered within the limit of a city, the mayor from that city will be appointed until the school site has been identified by the committee. The mayor is a nonvoting member of the committee when discussing and voting on matters that pertain to the site selection within the city limits.

(a)    In the event that the borough mayor does not appoint a city mayor, or in the event that a city mayor is not confirmed by the assembly, or in the event that a city mayor is unwilling or unable to serve, the borough mayor may appoint any other elected or appointed city official to represent that city.

(B)    The borough mayor may designate one alternate each from the assembly, planning commission, and the school board to act in the absence of a regular member from the same.

(C)    The term of each member and alternate shall be three years, except that, upon creation of the committee, the mayor shall designate one of the regular members from the assembly, planning commission, and school board to serve an initial term of one year. Consecutive terms may be held.

(D)    The committee shall be staffed by representatives from the department of planning and land use, with assistance from the departments of public works and community development, and the school district.

(E)    Staff may consult other local, state, or federal agencies for comments or input on potential school sites.

4.27.030 COMPENSATION.

(A)    Committee members shall be reimbursed for travel expenses incurred in connection with official business and meetings of the board in the same manner as borough employees are compensated for those expenses, and for reasonable and necessary expenses incurred in connection with their duties, upon presentation of supporting documentation satisfactory to the finance director.

4.27.040 MEETINGS; ORGANIZATION.

(A)    The committee may hold meetings on an as needed basis, or as directed by the assembly.
