4.58.010 ESTABLISHMENT AND PURPOSE.

(A)    The health and social services board is established for the purpose of providing advice to the assembly and the administration on issues of health and social services including issues relating to the senior citizens of our borough, and participation in the human services community matching grant program.

(B)    All matters pertaining to the board, unless otherwise specified in this section, shall be governed by MSB 4.05.

4.58.020 DUTIES.

(A)    The board shall make recommendations to the administration and the assembly on borough policy with respect to:

(1)    a boroughwide health assessment report;

(2)    methods of funding health and social service activities;

(3)    other matters relating to borough health and social service issues as the assembly or the manager may direct; and

(4)    compiling and disseminating information on programs that concern the welfare of senior citizens.

(7)    participate in the human services community matching grant program by:

(a)    working with other community and agency partners on human services community matching grant funding advocacy;

(b)    request proposals from nonprofit organizations for the provision of essential human services;

(c)    score proposals received based on established criteria; and

(d)    recommend to the assembly the distribution of funds in accordance with the priorities described in the most recent version of the Mat-Su Community Needs Assessment.

(E)    The board shall meet in session with a planning department staff member to assist the board in its work.

4.58.030 COMPOSITION.

(A)    The board shall consist of seven members and one alternate.

(B)    As feasible, the board should be composed of members that are knowledgeable in the health care or human services field.

4.58.040 MEETINGS; OFFICERS.

(A)    The board shall meet:

(1)    two times a year;

(2)    as called by the chair; or

(3)    at the direction of the assembly.

(B)    Officers of the board shall be:

(1)    as directed in MSB 4.05.110;

(2)    secretary.

(C)    The board may elect or appoint a member as a representative of the board to enable the board to participate in cooperative activities with other organizations.

4.58.050 COMPENSATION.

(A)    Board members shall be reimbursed for mileage incurred in connection with meetings of the board in the same manner as borough employees are compensated for mileage expenses upon presentation of supporting documentation satisfactory to the appropriate director.
