6.35.010 Leash and restraint areas.

This section identifies those areas where dogs are required to be on a leash at all times, and those areas where dogs are required to be under supervision and restraint at all times. Violations are punishable by fines as provided in this title.

(a) At-Large Districts. In the following areas, dogs must be on a leash, and the owner or responsible person shall not permit a dog to be at large:

(1) Anywhere within the City of Saxman, not on private property owned by the responsible person or on private property of another without permission.

(2) Docks, Landings and Floats. Upon and within any publicly owned landing float or dock and on or within the roads, runways, walkways, ferries and all buildings of the property of Saxman Seaport.

(3) Public Parks and Playgrounds. Upon and within any City-owned park, playground or athletic field, regardless of whether such facility is otherwise located inside or outside a leash law area.

(4) School grounds and the sidewalks adjacent to those grounds.

(b) Restraint Areas. In the following areas the owner or responsible person shall keep a dog under restraint, as defined in this title:

(1) Totem Park. Within any areas of the grounds, facilities, streets, alleys, sidewalks, howsoever designated, specifically dedicated on a duly recorded plat or shown on a duly recorded plat and thereby dedicated by law within the area of the Totem Park.

(2) Public Way. In any of that area within the City located within or upon any public way, as defined in this title, and not otherwise provided for in subsection (a) of this section. [Ord. 03-2017-06].

6.35.020 Dangerous animals.

An owner of or person responsible for a potentially dangerous animal, while on the premises of the owner or responsible person, shall keep such animal confined within a building or other secure enclosure and shall keep such animal securely muzzled or caged at all times while off of the premises of the owner or responsible person. 6.35.030 Animals in heat.

An owner of or person responsible for an animal in heat shall keep the animal confined in a building or secure enclosure, or in a veterinary hospital or boarding kennel in such a manner as to prevent random breeding. [Ord. 03-2017-06].

6.35.040 Release from restraint.

(a) A person shall not, without the consent of the owner, or responsible person, release any dog from restraint except when necessary to preserve the life of such dog or of a human being.

(b) Any person releasing any dog from restraint pursuant to subsection (a) of this section shall immediately inform an animal protection officer that he has done so; or, in the alternative, such person shall immediately return the dog to the custody of its owner or responsible person. 6.35.050 Improper restraint.

(a) An owner of or person responsible for an animal shall not tie or otherwise physically fasten such animal to any object on a public way and depart the immediate vicinity thereof.

(b) An owner of or person responsible for an animal shall not tie or otherwise physically fasten such animal in such a manner as to create immediate danger to the physical well-being of the animal. [Ord. 03-2017-06].

6.35.060 Dog in prohibited area.

(a) At no time shall an owner or responsible person knowingly permit a dog to be in any location which is posted by the City as “No Dogs Allowed.”

(b) Working service dogs on a leash shall be allowed in areas posted “No Dogs Allowed.” [Ord. 03-2017-06].
