2.28.010 Department established.

There is created a department of recreation for the city. The director of the department of recreation is the head of the department. (Ord. 88-7 §3(part): Ord. 81-1 §3(part): prior code §12.02.010)

2.28.020 Director – Appointment.

A. There shall be a recreation director who shall be appointed by the mayor for an indefinite term.

B. The recreation director, under the supervision and control of the mayor, shall have charge of and direct the recreational programs and activities sponsored or carried on by the city government, and shall have charge of the parks, playgrounds and other municipal facilities used in connection therewith. 2.28.030 Director – Duties.

A. The director, subject to the supervision and control of the mayor, shall have charge of and direct the recreational programs and activities sponsored or carried on by the city, including any parks, playgrounds and any municipal facilities used in connection therewith.

B. The director is a member of the recreation commission provided for in this chapter and is its secretary. (Ord. 88-7 §3(part): Ord. 88-2 §3(part): Ord. 81-1 §3 (part): prior code §12.04.020)

2.28.040 Commission – Established.

A. There is created a recreation commission for the city in accordance with state statutes.

B. There shall be a recreation commission which shall consist of five members appointed by the mayor with approval of the council for overlapping three-year terms. All members of the board shall be residents of the city.

C. At the time prescribed for the beginning of the terms of newly appointed members or as soon thereafter as practicable, the board shall elect a chairman, and a vice chairman. The board shall determine the time and place of its regular meetings, and the chairman or two members may call special meetings.

2.28.050 Commission – Secretary.

A. The recreation director is a member of the commission and is the secretary. The secretary is charged with the duties of developing meeting agendas, meeting plans, materials and arrangements in consultation with the commission chairperson. The recreation director is responsible for carrying out the policy and programs of the commission, as approved by the city council.

B. The recreation director shall present commission recommendations to the mayor for inclusion in the city council meetings. Every recommendation to the city council will include the following information:

1. Identifies need;

2. Goal;

3. Objective;

4. Method;

5. Financial strategy and costs;

2.28.060 Commission – Tenure.

A. Members of the recreation commission may be removed by the council if it is in the interest of the city.

B. A member will be removed if three consecutive meetings are missed.

C. Vacancies shall be filled for the remainder of the unexpired term, by an appointment of the mayor.

2.28.070 Commission – Powers and duties. Revised 7/18

The recreation commission shall have the duties and be empowered to:

A. Act in an advisory capacity to the recreation director, mayor and the city council in matters of recreation policies regarding:

1. Development of parks and open space areas;

2. Recreation programs and activities;

3. Budgetary and other fiscal matters;

4. Development of a five-year recreation plan;

B. Investigate, study and advise the recreation director, mayor and council as to feasible projects that will further the development of parks and open spaces and the program of recreational activities; such studies shall be made with the purpose of determining the public requirements, financial capacity of the city to support such projects and seeking out of appropriate funding sources;

C. Act in an advisory capacity to the recreation director in coordination of plans in connection with new park and open space areas and recreational facilities;

D. Investigate, study and advise the recreation director, mayor and council on suitable locations for statues, monuments, historical markers or other objects of an historical nature which may be placed in public squares, parks or parkways in the city;

E. Plan, establish and coordinate city recreational programs, and any other recreational activities approved by the city which use city facilities open to the public;

F. In conjunction with the Utqiaġvik city council, the recreation director and the city of Utqiaġvik grants administrator, investigate, study, and coordinate fundraising activities to assist in the acquisition of funding for the completion of the Piuraagvik addition project. 2.28.080 Commission meetings – Generally.

A. All commission meetings are public meetings, governed by the statutes of the state and city ordinance, and shall be held once a month.

2.28.090 Commission meetings – Conduct.

Unless otherwise specified, all meetings shall be conducted according to Robert’s Rules of Order. (Ord. 88-7 §3(part): Ord. 81-1 §3(part): prior code §12.06.060)

2.28.100 Commission meetings – Notice. Revised 7/18

The city clerk shall publish notice of the date, time and place of recreation commission meetings at least five days prior to a meeting. (Ord. 15-2017 §10)

2.28.110 Commission meetings – Agenda.

The secretary and chairman shall prepare the agenda. Persons wishing to be included on the agenda must submit their request, in writing, no later than eight working days prior to the meeting. (Ord. 88-7 §3(part): Ord. 81-1 §3(part): prior code §12.06.080)

2.28.120 Advisory subcommittees.

A. Subject to review by the council, the recreation commission may authorize additional committees to be formed to advise on specific city recreational activities or programs.
