3.01.010 Adoption of employment policies. Revised 7/18

The city council of Utqiaġvik (“city council”) hereby adopts the city of Utqiaġvik employment policies and procedures attached to the ordinance codified in this chapter as Exhibit 1 (“city employment policies and procedures”). The city employment policies and procedures may be amended by the city council from time to time by resolution or ordinance. (Ord. 01-2017 §2(part))

3.01.020 Personnel system. Revised 7/18

In accordance with AS 29.20.410(a), appointments and promotions of employees in the classified service are made on the basis of merit. Such employees are employed on an at-will basis. Such employees are referred to as “regular employees” or “classified employees.” The city employment policies and procedures apply to regular employees except as stated otherwise in the city employment policies and procedures. 3.01.030 Confidential or managerial positions. Revised 7/18

A. In accordance with AS 29.20.410(b), the following positions are wholly exempt from the classified service, are filled by the mayor, and serve at the pleasure of the mayor:

1. The city clerk;

2. The finance director;

3. The recreation director;

4. The director of disaster and civil defense;

5. The special assistant to the mayor/personnel officer;

6. The executive director of the taxicab commission; and

7. The grants administrator.

B. The employees who hold the above-described position are employed on an at-will basis. Such employees are referred to as “confidential or managerial employees.” The city employment policies and procedures apply to confidential or managerial employees except as stated otherwise in the city employment policies and procedures. 3.01.040 Rejection of Public Employment Relations Act. Revised 7/18

The application of the Public Employment Relations Act, AS 23.40.070 et seq., to the city is rejected. (Ord. 01-2017 §2(part))
