3.04.010 Administration

The responsibility for the administration of this title rests with the City Manager. (Ord. 1356 § 1, 2020)

3.04.020 Conditions of Employment–Nondiscrimination

The appointment, promotion, and tenure of all employees shall be conditioned solely on merit, fitness, and the satisfactory performance of the duties and responsibilities assigned. No employee or applicant for employment shall be discriminated against on the basis of age, race, color, religion, gender, political affiliation, disability or impairment. (Ord. 1356 § 1, 2020)

3.04.030 Personnel Policies and Procedures

The Council shall adopt by resolution personnel policies and procedures to give effect to this title, which may be modified or changed from time to time. Nothing in the City’s personnel policies and procedures shall be deemed to create a vested contractual right in any employee nor to limit the power of the City Council to repeal or modify the rules. The City Manager may issue administrative guidance or procedures to implement the City’s personnel policies and procedures consistent with generally accepted principles of good personnel administration.
