2.30.010 Creation.

A gaming commission for the city is established with membership, powers and duties as provided in this chapter and by any applicable, municipal, state or federal statute. (Ord. 686 § 1, 1997).

2.30.011 Membership – Appointment – Term of office.

The gaming commission shall consist of five members whose members shall be the city council. In addition, the city manager or designee shall be an ex officio or advisory member who shall not have the power to vote. The term of office of the ex officio or advisory member shall correspond to his/her tenure of office. The term of office for each gaming commissioner shall be identical to the term of office for each councilmember, respectively. Only city councilmembers are eligible to serve as gaming commissioners. 2.30.012 Powers and duties.

The gaming commission shall have the following powers, except as otherwise provided by law:

A. To conduct studies, hearings, and otherwise investigate gaming-related issues, including, but not limited to, any impact the operation of gaming has on the city, its employees, officials, infrastructure, and the general health, safety, and welfare of its residents;

B. To interface and work as a liaison with the gaming industry, owners, licensees, and employees of gaming establishments;

C. To monitor and recommend legislation to state and federal officials concerning gaming activities with input from the gaming industry;

D. To make recommendations to the city council concerning amendments to the gaming ordinances and regulations under the purview of the city as regulator;

E. Any other duty delegated to the gaming commission by the city council or city manager;

F. The gaming commission shall have all of the duties and powers of the city council when sitting jointly as the commission and council. (Ord. 686 § 1, 1997).

2.30.013 Bylaws and compensation.

The gaming commission shall meet a minimum of once each month and may sit jointly as the city council. The gaming commission shall prepare and adopt bylaws governing the procedure for its meetings. The mayor shall sit as the chairperson and the mayor pro tem as vice chairperson of the gaming commission. The city council may set by resolution a monthly or per meeting fee to be paid to commissioners, including reimbursement of actual and reasonably related commission expenses. (Ord. 686 § 1, 1997).
