13.04.010 Generally.
In this chapter, unless the context otherwise requires, the following words and phrases are defined for use in this division. (Prior code § 14-101).
13.04.020 Applicant.
"Applicant" means a person who applies for water service, water service installation, or water system extension. (Prior code § 14-101(1)).
13.04.030 Consumer.
"Consumer" means a person who receives or takes water. (Prior code § 14-101(2)).
13.04.040 Cost.
"Cost" means the actual or estimated value of materials, equipment rentals, personnel services and other expenses and includes taxes, engineering, overhead and contractor’s profit. (Prior code § 14-101(3)).
13.04.050 Customer.
"Customer" means a person who receives water or other services from the water system. (Prior code § 14-101(4)).
13.04.060 Demand.
"Demand" means the rate of delivery of water for a specific period of time. (Prior code § 14-101(5)).
13.04.070 Director.
"Director" means the director of public works or the person designated to perform the responsibilities imposed by this division. (Prior code § 14-101(6)).
13.04.080 Local distribution facility.
"Local distribution facility" means a pipeline of eight-inch and smaller diameter and includes hydrants, water service connections and appurtenances required to serve premises adjacent to these facilities. (Prior code § 14-101(7)).
13.04.090 Main.
"Main" means a transmission or distribution pipeline of the water system. (Prior code § 14-101(8)).
13.04.100 Major distribution facilities.
"Major distribution facilities" mean piping, storage, and control works and appurtenances, and treated water pipelines larger than eight-inch diameter whose functions affect water service to a major portion of a pressure zone, or to an area of at least several square blocks and extends beyond the area owned or controlled by the applicant. 13.04.110 Off-site.
"Off-site" refers to facilities located outside the site covered by the applicant for water service. (Prior code § 14-101(10)).
13.04.120 On-site.
"On-site" refers to facilities located within the area owned or controlled by the applicant and within streets or easements immediately adjacent to such area. (Prior code § 14-101(11)).
13.04.130 Premises.
"Premises" means a separate identifiable and transferable parcel of real property. A portion of a parcel having a well-defined boundary, such as a wall, fence, or hedge which prevents the common use of the property by all occupants, is a separate premises. (Prior code § 14-101(12)).
13.04.140 System extension.
"System extension" means the extension of water system facilities to serve an area to which service is not available from existing distribution facilities. (Prior code § 14-101(13)).
13.04.150 Water service.
"Water service" means the delivery or receipt of water. (Prior code § 14-101(14)).
13.04.160 Water service installation.
"Water service installation" means the service connection including service pipes, meter boxes, and appurtenances through which regular water delivery is made. (Prior code § 14-101(15)).
13.04.170 Water supply facilities.
"Water supply facilities" includes the source of supply, pumping, transmission, treatment, and other water supply works whose functions affect water supply to a major portion of the total utility service area. (Prior code § 14-101(16)).
13.04.180 Water system.
"Water system" means the physical plant of the water system, including but not limited to real property reservoirs, treatment plants, pumping stations, transmission and distribution facilities and appurtenances. (Prior code § 14-101(17)).
