11.05.010 Building code.

In order to provide minimum standards for the proper regulations of building construction, the Uniform Building Code, 1991 Edition, with Appendices Chapters 32, 35, 38, 49, 55, 57 and 70, and the Uniform Building Code Standards, 1991 Edition, prepared and published by the International Conference of Building Officials, except as specifically modified by the California Health and Safety Code, Division 13, Part 1.5 (State Housing Law), is hereby adopted, incorporated, and made a part of this chapter by reference without further publication as though set forth at length herein and is hereby declared to be the building code for the city and shall apply to and govern all building construction in the incorporated areas of the city except as hereinafter provided. 11.05.020 Mechanical code.

In order to provide minimum standards for the proper regulation of building construction, the Uniform Mechanical Code, 1991 Edition, with appendices thereto, prepared and published by the International Conference of Building Officials, except as specifically modified by the California Health and Safety Code, Division 13, Part 1.5 (State Housing Law), is hereby adopted, incorporated and made a part of this chapter by reference without further publication as though set forth at length herein, and is hereby declared to be the mechanical code for the city and shall apply to and govern all mechanical installations in the incorporated areas of the city except as hereinafter provided. 11.05.030 Plumbing code.

Except as hereinafter provided, that certain plumbing code known and designated as the Uniform Plumbing Code, 1991 Edition, together with appendices thereto, except Appendices E and I, as prepared and published by the International Association of Plumbing and Mechanical Officials, except as specifically modified by the California Health and Safety Code, Division 13, Part 1.5 (State Housing Law), is hereby adopted, incorporated and made a part of this chapter by reference without further publication as though set forth at length herein and is hereby declared to be the plumbing code for the city and shall apply to and govern all plumbing installations in the incorporated areas of the city except as hereinafter provided. 11.05.040 Plumbing code – Amendments.

The Uniform Plumbing Code is amended as follows:

(1) Section 20.1 – Administrative Authority and Assistants. Whenever the term “administrative authority” is used in this code, it shall be construed to mean the manager of building inspection of the county of Butte or his authorized representative.

(2) Permit Issuance and Limitations. No permits shall be required for any buildings exempted by Section 302(b) of the Uniform Building Code as amended as follows:

Every plumbing permit issued under this Code shall expire and become null and void after one (1) year from the date of issuance of said permit; provided, however, said plumbing permit will remain active as long as the building permit to which it relates is active.

(3) Cost of Permit and Transfers of Permits.

(a) Permit fees shall be as specified in an ordinance or resolution adopted by the Butte County board of supervisors and the city council of the city of Biggs.

(b) A plumbing permit may be transferred from the original permittee to another person due to a change in ownership or contractor upon payment of the required transfer fee. [Ord. 294 § 1, 1992]

11.05.050 Electrical code.

In order to provide minimum standards for the proper regulation of the installation of electrical systems, the Uniform Administrative Code Provisions for the National Electrical Code, 1990 Edition, prepared and published by the International Conference of Building Officials, and the National Electrical Code, 1990 Edition, prepared and published by the National Fire Protection Association, except as specifically modified by the California Health and Safety Code, Division 13, Part 1.5 (State Housing Law), are hereby adopted, incorporated and made a part of this chapter by reference without further publication as though set forth at length herein, and are hereby declared to be the electrical code for the city of Biggs and shall apply to and govern all electrical installations in the incorporated areas of the city except as hereinafter provided. 11.05.060 Electrical code – Amendments.

The Uniform Administrative Code for the 1990 National Electric Code, adopted by BMC 11.05.050, is amended as follows:

(1) Sections 203 and 204 are hereby deleted.

(2) Section 301(b) is hereby amended by the insertion of the following paragraph after subsection 14:

15. No permits shall be required for any buildings exempted by Section 301(b) of the 1988 Uniform Building Code.

(3) Section 303(d) is hereby amended to read as follows:

An electric permit may be transferred from the original permittee to another person due to a change in ownership or contractor.

(4) Section 304 is amended to read as follows:

Permit fees, filing fees, reinspection fees and refunds shall be specified by the Butte County Board of Supervisors.
