13.50.010 Procedure.

(1) The final map or a record of survey map shall be prepared in accordance with regulations as set forth in BMC 13.50.020 through 13.50.070.

(2) Four prints and the original of the final or record of survey map and all designs, drawings, profiles, specifications and similar material as shall be required by the city engineer together with traverse sheets giving latitudes and departures of the boundaries of the tract, lots and blocks, showing a mathematical closure within allowable limits of error as well as design computations for sewage and storm drainage facilities.

(3) The city engineer shall examine the proposed final map and all other documents required by him and shall then report fully thereon as follows:

(a) Whether the final map conforms to all of the requirements of the Subdivision Map Act, this title, the tentative map as approved and/or conditionally approved by the planning commission.

(b) Whether the improvements have been designed and whether they have been constructed pursuant to the requirements of this title and the tentative map as approved and/or conditionally approved by the planning commission.

(c) Affix his certificate as required by Section 11593 of the Subdivision Map Act.

(d) The city engineer shall deliver a copy of the final map and the report hereinabove required to the city council, planning commission and the subdivider.

(4) The council shall thereupon at its next regular meeting consider the final map together with all certificates thereon and the report of the city engineer and by resolution act thereon in the manner required by the Subdivision Map Act. [Ord. 410 § 3, 2017]

13.50.020 General requirements.

(1) Within one year after the date of the approval or the conditional approval of the tentative map by the planning commission, the subdivider shall file with the city clerk a final map together with one reproducible print thereof and four blue line or black line prints thereof of the subdivision conforming in all particulars to the provisions of the Subdivision Map Act and of this title and shall pay to the city clerk a filing fee.

(2) The survey and final map shall be made by a registered civil engineer or licensed surveyor.

(3) The final map shall conform to all the following provisions:

(a) It shall be clearly and legibly drawn upon good tracing cloth. All lines, letters, figures, certifications, acknowledgments of signatures thereon shall be made in black waterproof India ink. Typewriter or rubber stamps shall not be used.

(b) The size of each sheet shall be 18 by 26 inches. A marginal line shall be drawn completely around each sheet leaving an entire margin of one inch. A minimum scale of one inch per 100 feet shall preferably be used, the scale being large enough to show all details clearly and enough sheets shall be used to accomplish this end. The particular number of the sheet and the total number of sheets comprising the map shall be stated on each of the sheets, and its relation to each adjoining sheet shall be clearly shown.

(c) It shall show all survey and mathematical information and data necessary to locate all monuments and to locate and retrace any and all interior and exterior boundary lines appearing thereon, including bearings and distances of straight lines, chord bearings and distances and radii for all curves and such information as may be necessary to determine the location of the centers of the curves.

(d) Each lot shall be numbered and each block may be numbered or lettered. Each street shall be named. The exterior boundary of the land in the subdivision shall be clearly indicated. There shall be on each map a plain designation of the north point and correct scale, and the name of the subdivision must be in evidence. The basis of bearings of the survey shall be clearly shown on at least one sheet of the subdivision map. [Ord. 410 § 3, 2017]

13.50.030 Information to be given.

(1) The exact layout of the subdivision, including:

(a) Lines and names, plainly marked, of all streets or other ways or easements and other open spaces to be dedicated for public use or granted for use of inhabitants of the subdivision, and the lines of all adjoining streets;

(b) The bearing and length of all straight lines, radii, chord bearings and distances and central angles of all curves along the property lines of each street. All dimensions along the lines of each lot, with bearings and distances and also any other data necessary for the location of all setback lines and easement lines if any;

(c) Suitable primary control points, approved by the city engineer, or descriptions and ties to such control points to which all dimensions, angles, bearings, and similar data given on the map shall be referred. All dimensions shall be shown in feet and decimals of a foot;

(d) The exact location of the monuments;

(e) Abutting streets and alleys showing widths, names and similar data.

13.50.040 Additional information.

Only such additional information, conditions of approval or comments which affect record title interest shall be placed on the final map. Any additional information, conditions of approval or comments, which do not affect record title interest, shall be in the form of a separate document or an additional map sheet which shall indicate its relationship to the final map and shall contain a statement that the additional information, conditions of approval or comments are for informational purposes only and are not intended to affect record title interest. Additional information may include but is not limited to building setback lines, flood hazard zones, seismic lines and setbacks, leachfield-free areas and usable sewage disposal areas. If a separate document or additional map sheet is required, the department of public works shall determine whether a separate document or additional map sheet will be filed with the final map. 13.50.050 Certificates and acknowledgments.

Certificates and acknowledgments required by the Subdivision Map Act shall appear on the final map and may be combined where appropriate certificates and signatures of parties owning rights-of-way, easements or other interest which could ripen into a fee are required to appear upon final maps. 13.50.060 Taxes and assessments.

Prior to filing a final map the subdivider shall file certificates and statements required in the Subdivision Map Act relating to taxes and assessments. [Ord. 410 § 3, 2017]

13.50.070 Final approval and recordation.

(1) When all of the certificates and acknowledgments which appear on the final map (except the approval certificates of the city council) have been signed, the final map may be filed for approval.

(2) Final approval and recordation shall follow provisions of the Subdivision Map Act after recommendation by the city engineer to the city council.

(3) Two prints of the final map, as recorded, shall be provided to the city council for its use and the use of the planning commission. [Ord. 410 § 3, 2017]
