14.50.010 General plans.

(1) The city council or the planning commission, with the assistance of the city planner, shall prepare for adoption by the city council a comprehensive, long-term general plan, and any amendments thereto, for the physical development of the city and any land outside the city’s boundaries which in the commission’s or council’s judgment bears relation to the physical development of the city. The general plan shall include the mandatory elements specified in the California Government Code and any other elements as determined to be necessary to further the interests of the city.

(2) The planning commission shall hold at least one public hearing on the adoption of the general plan or any amendment thereto and make a recommendation to the city council.

(3) Upon receipt of a recommendation on the adoption of a general plan or amendments thereto from the planning commission, the city council shall hold at least one public hearing on the proposal and approve, modify and approve or disapprove the proposal. However, any substantial modification proposed by the city council not previously considered by the planning commission during its hearing(s) shall first be referred to the planning commission for its recommendation. Failure of the planning commission to report within 45 days after the referral, or within a time frame specified by the city council, shall be deemed a recommendation for approval.

(4) An amendment to the general plan may be initiated by the city council, planning commission or owner of the property affected by the proposed amendment. [Ord. 409 § 3, 2017; Ord. 320 § 1, 1999. Formerly 14.25.010]

14.50.020 Specific plans.

(1) The city council or planning commission, with the assistance of the city planner, may prepare or cause to be prepared for adoption by the city council, specific plans or any amendments thereto based on the general plan which, in the council’s or commission’s judgment, are necessary for the systematic implementation of the general plan.

(2) A specific plan shall be adopted or amended in the same manner as the general plan.

(3) Upon adoption of a specific plan, no building permit shall be issued for properties subject to the specific plan unless the work authorized by the building permit is consistent with the specific plan. [Ord. 409 § 3, 2017; Ord. 320 § 1, 1999. Formerly 14.25.020]

14.50.030 Consistency between land use entitlement and the general plan or a specific plan.

Every zoning ordinance, rezoning ordinance, prezoning ordinance, use permit, variance, or other entitlement adopted by or pursuant to this title shall be consistent with the provisions of the general plan and with the provisions of any applicable specific plan.
