2.22.010 Created.

An economic development commission, which may be known and referred to as the “economic development commission” of the city of Cerritos, California, is hereby created and established. (Ord. 1049 § 2, 2025)

2.22.020 Membership.

The economic development commission shall consist of five members who are residents of and remain residents of, or have a business in, the city of Cerritos during their service on the commission. Each councilmember shall appoint one commission member, subject to approval by the city council. In addition to the five appointed members of the commission, the director of community development or their designee shall be a nonvoting ex officio member. The director of community development or their designee shall act as secretary. (Ord. 1049 § 2, 2025)

2.22.040 Members—Absence—Removal.

Notwithstanding any other provisions of this chapter, any member of the commission who is absent from any three consecutive regular meetings of the commission, unless excused from such attendance by consent of the commission expressed by action of record in its minutes, or who is absent from a total of five regular meetings of the commission in any six-month period without such consent of the commission so expressed by action of record, shall thereby automatically forfeit his or her position or office as a member of the commission, and the name of such person shall be automatically removed from the membership of the commission immediately after the adjournment of any such third consecutive meeting or of any such fifth meeting in any such six-month period, as the case may be, at which such member has not appeared.

The chairperson or the secretary of the commission shall thereupon promptly notify the city council, and any such person so ceasing to be a member of the commission, of such fact, whereupon the vacancy so created shall be filled by appointment pursuant to Section 2.15.010(c). (Ord. 1049 § 2, 2025)

2.22.050 Purpose and duties.

The purpose of this commission is to act in an advisory capacity to the city council on the needs of existing businesses and the availability of economic development opportunities and resources. The commission is also responsible for providing guidance on business retention, business expansion, business marketing and technology- related matters. Duties of the commission include, but are not limited to, the following:

(1) Support the city’s ongoing economic development activities.

(2) Implement goals, objectives, policies, and/or procedures of the city council related to economic development.

(3) Monitor the ongoing implementation of an economic development strategic plan.

(4) Determine the effectiveness of business attraction efforts based on current incentives and opportunities.

(5) Provide recommendations to the city council concerning the business community, such as the needs of the local businesses and the availability of economic development opportunities and resources.

(6) Any other economic development duties directed by the city council. (Ord. 1049 § 2, 2025)

2.22.060 Records required.

The commission shall cause proper records to be kept of all its official acts and proceedings. (Ord. 1049 § 2, 2025)

2.22.070 Excess appropriations for city officials.

The commission shall have no power or authority to bind or obligate the city or any officers or department thereof for any money, debt, undertaking or obligation of any kind in excess of the appropriation which the city council may have made for the purpose of the commission in any fiscal year. 2.22.080 Organization.

The commission shall select a chairperson and a vice chairperson from among its members, for terms of one year. The committee shall select its officers once every twelve months. Said selection shall be made at the first meeting of the commission following the annual mayoral transition. (Ord. 1049 § 2, 2025)

2.22.090 Meetings.

Meetings of the economic development commission shall take place on the second Tuesday of each month at seven p.m. in the city council chamber. (Ord. 1049 § 2, 2025)

2.22.100 Compensation.

Members of the commission shall be paid such compensation as the city council may by resolution from time to time provide. (Ord. 1049 § 2, 2025)
