8-1 Establishment – Named.

Pursuant to the jurisdiction conferred by Division 2, Part 1, Chapter 2, Article 12 of the Welfare and Institutions Code of the state of California, and by Chapter 363 of the 1921 Statutes of California, as amended, a juvenile forestry camp is hereby established at Fouts Springs in the county, such camp to be known as the “Fouts Springs Youth Facility.” (Ord. 8-2 Joint operation generally – Ratification of agreements.

Fouts Springs Youth Facility shall be jointly owned and operated by the counties of Solano and Colusa. Any written contracts or agreements heretofore entered into by such counties respecting such camp are hereby ratified. (Ord. No. 629, (part).)

8-3 Superintendent generally.

Fouts Springs Youth Facility shall be in the charge of a superintendent, who shall be selected by the board of directors of such facility. The activities, orders, rules, regulations and administration of the camp shall be subject to file authority, approval and direction of the board of directors of such camp. (Ord. No. 629, (part).)

8-4 Board of directors generally.

The internal affairs and administration of Fouts Springs Youth Facility shall be under the management and control of a board of directors consisting of an equal number of members of the boards of supervisors of the counties of Solano and Colusa to be selected and hold office by virtue of and during the term of their official positions. 8-5 Contract for establishment of method and procedure of financing.

The method and procedure of financing Fonts Springs Youth Facility, and the details of the joint operation thereof, shall be established by written contract between the respective boards of supervisors. (Ord. No. 629, (part).)

8-6 Effective date of chapter.

This chapter shall become operative when the county of Solano adopts an ordinance providing for the joint operation of Fouts Springs Youth Authority. (Ord. No. 629, (part).)
