82.12.010 Application.

Unless expressly exempted, every subdivision shall comply with the requirements in this chapter. (Ord. 2062 § 2 (Exh. A), 2016)

82.12.020 Suspension of requirements.

Suspension of any requirement of this chapter may be granted by the City Council in a particular case, upon the recommendation of the Planning Commission. Application for such suspension must show that there are special circumstances or conditions affecting the property in question; also, that such suspension is necessary for the preservation and enjoyment of a substantial property right of the applicant; also, that such suspension, if granted, will not be materially detrimental to the public welfare or injurious to other property in the immediate vicinity. 82.12.030 Lot size and configuration.

A. Every lot shall contain the minimum lot area specified in the zoning ordinance for the zone in which said lot is located at the time the tentative map is submitted for approval.

B. All residential lots shall be of the width recommended by the Planning Commission but in no case shall the width be less than 25 feet.

C. All residential lots shall have a depth of not less than 50 feet.

D. All business lots shall have a width of not less than 25 feet and a depth of not less than 70 feet.

E. Panhandle lots, if approved, shall have a minimum frontage of 12 feet for access on a dedicated street. Panhandles may not serve as access to any lot except the lot of which said panhandle is a part, nor shall any panhandle have a length of more than two-thirds of the distance from the street on which the panhandle fronts to the rear lot line.

F. Lots must not be cut by a City boundary line. City boundary lines may be lot lines or center lines of streets or alleys. (Ord. 2062 § 2 (Exh. A), 2016)

82.12.040 Lot lines.

A. The side line of lots shall be approximately at right angles or radial to the street upon which the lots face.

B. Whenever practicable, side and rear lot lines shall be located along the top of manmade slopes instead of at the bottom or at intermediate locations on said slopes. (Ord. 2062 § 2 (Exh. A), 2016)

82.12.050 Lot front.

A. Every lot shall front on a dedicated street or street offered for dedication.

B. No new subdivision, lot line adjustment or lot consolidation shall be permitted that would require a new curb-cut or driveway to access off-street parking from the following streets:

1. Third Street between Pomona Avenue and Alameda Boulevard;

2. All of Fourth Street;

3. Pomona Avenue between Third and Fourth Streets.

C. Subdivision of residential property shall be designed so that lots do not front on or have direct access to:

1. Railroads;

2. Transmission lines; or

3. Open flood control channels. (Ord. 2062 § 2 (Exh. A), 2016)

82.12.060 Street plans.

All streets shown on a tentative or tentative parcel map shall be in substantial conformance to the circulation element of the General Plan and they shall relate to the existing streets in the areas adjoining the subdivision. Such streets shall conform to any applicable master plans, specific plans or other officially adopted street plans. (Ord. 2062 § 2 (Exh. A), 2016)

82.12.070 Bicycle route plans.

Bicycle routes shall conform to applicable master plans, specific plans or other officially adopted bicycle routes. (Ord. 2062 § 2 (Exh. A), 2016)

82.12.080 Natural heating and cooling.

The design of a subdivision shall provide for future passive or natural heating or cooling opportunities in accordance with Section 66473.1 of the Act. (Ord. 2062 § 2 (Exh. A), 2016)

82.12.090 Telephone service.

The design of the subdivision shall provide, to the extent feasible, for the availability of individual household telephone service to each residential unit in the subdivision (Government Code Section 66473.2). (Ord. 2062 § 2 (Exh. A), 2016)
