14.36.010 Adoption.
A. Adoption of the California Residential Code. The 2025 California Residential Code, as published by the International Code Council (ICC) and adopted by the California Building Standards Commission as Part 2.5 of Title 24 of the California Code of Regulations and based on the 2024 International Residential Code (referred to as the “code” in this chapter), is hereby adopted by the city of Dinuba by reference, except for the local amendments set forth herein, pursuant to the provisions of California Government Code Sections 50022.1 through 50022.8, inclusive.
B. Scope and Purpose. The California Building Standards Code, 2025 Edition (hereinafter “building code”), shall constitute the building code for the city. This code, together with the adopted appendices and the amendments set forth in this chapter, shall regulate and govern the construction conditions of all residential buildings and structures within the city.
C. Portions of the California Residential Code Not Adopted. Except as expressly adopted herein, the appendices to the 2025 California Residential Code are not approved, adopted, or incorporated by reference in this chapter and shall not be considered part of this chapter or of the residential code of the city of Dinuba. The following appendices are adopted and made part of this chapter:
1. Appendix BF, Patio Covers.
2. Appendix BG, Sound Transmission.

14.36.020 Amendments to the code.
A. Amending CRC Section R105.2.
R105.2 Work exempt from permit. Exemption from permit requirements of this code shall not be deemed to grant authorization for any work to be done in any manner in violation of the provisions of this code or any other laws or ordinances of this jurisdiction. Permits shall not be required for the following:
Building:
1. One-story detached accessory structures and portable structures used as tool or storage sheds, playhouses, or other similar uses, accessory to single-family dwellings if less than one hundred twenty square feet in gross floor area. Exempt structures must comply with the front, side, and rear setback requirements, lot coverage limits, maximum height restrictions, and minimum clearances from the main residence and other structures. Unpermitted accessory structures shall not include electrical, plumbing, or mechanical systems that would otherwise require a permit. Land or sea cargo containers do not qualify as residential accessory structures.
2. Residential fences not over 7 feet high measured from the lowest adjacent grade.
3. Residential retaining walls not exceeding four feet in height measured from the bottom of the footing to the top of the wall unless supporting a surcharge.
4. Residential decks, platforms, on-site paths, and driveways that do not exceed eighteen (18") inches above natural grade, are not part of an accessible route, do not serve as a required landing at a door, and comply with applicable lot coverage, front, side, and rear setback requirements. Sidewalks within the public right-of-way require an encroachment permit and must comply with the current City of Dinuba Public Improvement Standards.
5. Residential painting, papering, tiling, carpeting, cabinets and countertops, other than kitchen countertops having electrical receptacle spacing requirements.
B. Amending CRC Table R302.3.6.
Table R302.3.6. “Not less than 5/8 inch Type X” in all columns in the table.
C. Amending CRC Section R318.1.
R318.1 Means of egress. Dwellings shall be provided with a means of egress in accordance with this section. The means of egress shall provide a continuous and unobstructed path of vertical and horizontal egress travel from all portions of the dwelling to the required egress door without requiring travel through a garage. If a dwelling provides a direct passage door between the dwelling and an attached garage, the attached garage shall provide an egress door to prevent entrapment. The required egress door shall open directly into a public way or to a yard or court that opens to a public way.

14.36.030 Adoption of subsequent supplements, revisions and amendments.
All supplements, revisions, and amendments to the California Residential Code hereafter approved and adopted by the State of California are incorporated into this code and made a part hereof. (Ord. 2025-04 § 2, 2025; Ord. 2011-01 § 10 (part), 2011. Formerly 14.36.020)
