13.03.010 Placement of mailboxes.

All mailboxes shall be placed in accordance with the rules and regulations of the United States Post Office Department except as follows:

A. No mailbox may be placed and maintained within a public right-of-way, after the effective date of the ordinance codified in this chapter, with the exception of Post Office Department collection and storage boxes.

B. No box for the collection or delivery of mail shall be so placed within the public right-of-way as to endanger the life or safety of the traveling public.

C. No box for the delivery of mail shall be placed and maintained, after the effective date of the ordinance codified in this chapter, within the public right-of-way in any area where curbs, gutters and sidewalks have been constructed abutting residential uses. [Ord. 12-004.]

13.03.020 Numbering buildings – System generally – Odd and even numbers.

The City Clerk shall fix and determine a number of each and every residence and place of business within the City in accordance with the following standards:

A. On every street or portion thereof running easterly and westerly and lying east of North First Street or South First Street, each block thereof shall be given one hundred (100) numbers, each one hundred (100) numbers to be assigned in consecutive order, and beginning with the numbers of one hundred (100) to one hundred ninety-nine (199) for the block beginning at North First Street or South First Street, as the case may be; all residences or places of business located on the northerly side of the street shall be given an odd number and all other residences or places of business shall be given an even number.

B. On every street or portion thereof running easterly and westerly and lying west of North First Street or South First Street, each block thereof shall be given one hundred (100) numbers, each one hundred (100) numbers to be assigned in consecutive order, and beginning with the numbers of one hundred (100) to one hundred ninety-nine (199) for the block beginning at North First Street or South First Street, as the case may be; all residences or places of business located on the southerly side of such street shall be given an odd number and all other residences or places of business shall be given an even number.

C. On every street or portion thereof running northerly and southerly and lying north of East A Street or West A Street, each block thereof shall be given one hundred (100) numbers, each one hundred (100) numbers to be assigned in consecutive order, and beginning with the numbers of one hundred (100) to one hundred ninety-nine (199) for the block beginning at East A Street or West A Street, as the case may be; all residences or places of business located on the westerly side of such street shall be given an odd number and all other residences or places of business shall be given an even number.

D. On every street or portion thereof running northerly and southerly and lying south of East A Street or West A Street, each block thereof shall be given one hundred (100) numbers, each one hundred (100) numbers to be assigned in consecutive order, and beginning at East A Street or West A Street, as the case may be; all residences or places of business located on the easterly side of such street shall be given an odd number and all other residences or places of business shall be given an even number. 13.03.030 Notice of assignment of number.

The City Clerk shall prepare in duplicate a notice of the number as fixed and determined hereunder for each residence and business within the City, shall mail one (1) copy of the notice to the owner of the real property upon which the residence or place of business is located and shall keep as a permanent record one (1) copy of the notice. 13.03.040 Application for number for new residences, etc. – Assignment of number.

Every person constructing a residence or place of business within the City shall within thirty (30) days after completion thereof make application to the City Clerk for the fixing and determining of a number to be assigned to such business or residence, and the City Clerk shall within thirty (30) days after the receipt of such application fix and determine a number and notify in writing the owner of the number fixed and determined by him or her. 13.03.050 Exhibition of number.

Every owner of real property within the City who is assigned a number for the residence and place of business within the City shall exhibit on or about the entrance thereof the number so assigned in such manner that it will be clearly visible from the street upon which the residence or place of business fronts.

Every owner of real property within the City who fails to obtain or to exhibit the number assigned to him pursuant to the provisions hereof shall be guilty of a misdemeanor. [Ord. 12-004.]
