10.32.010 Application of chapter.

A. The provisions of this chapter prohibiting the stopping, standing or parking of a vehicle shall apply at all times or at those times specified in this chapter, except when it is necessary to stop a vehicle to avoid conflict with other traffic or in compliance with the directions of a police officer or official traffic-control device.

B. The provisions of this chapter imposing a time limit on standing or parking shall not relieve any person from the duty to observe other and more restrictive provisions of the Vehicle Code of the state or the ordinances of this city, prohibiting the standing or parking of vehicles in specified places or at specified times. 10.32.020 Use of streets for storage of vehicles prohibited.

A. No person who owns or has possession, control or custody of any vehicle shall park such vehicle upon any street, lane, or alley, or upon any city-owned property, for more than a period of 120 consecutive hours.

B. In the event a vehicle is parked or left standing upon a street, lane or alley, or upon any city-owned property, in excess of a period of 120 consecutive hours, any police officer may remove said vehicle therefrom in the manner prescribed in and subject to the requirements of Vehicle Code of the state. 10.32.040 Commercial vehicles.

Except where authorized by resolution of the city council, no person shall stand or park a commercial vehicle upon a roadway for the purpose of unloading merchandise or passengers other than with the right-hand wheels of such vehicle parallel with and within 18 inches of the right-hand curb. (Ord. 158 § 1, 1984)

10.32.050 Prohibited on narrow roadways.

A. The chief of police is authorized to place signs or markings, indicating no parking upon any street, lane or alley, when the width of such roadway does not exceed 20 feet, or upon one side of a street as indicated by such signs or markings when the width of the roadway does not exceed 30 feet.

B. When official signs or markings prohibiting parking are erected upon narrow streets, lanes or alleys, as authorized in this chapter, no person shall park a vehicle upon any such roadway in violation of any such sign or markings. (Ord. 158 § 1, 1984)

10.32.060 Prohibited for traffic-control purposes.

The chief of police shall sign or mark appropriately the following places and when so signed or marked, no person shall stop, stand or park a vehicle in any of said places:

A. At any place within 22 feet of an intersection in the central traffic district or in any business district except that a bus may stop at a designated bus stop;

B. Within 22 feet of the approach to any traffic signal, boulevard stop sign, or official electric flashing device;

C. At any place where the chief of police determines that it is necessary in order to eliminate unusual traffic hazard. (Ord. 158 § 1, 1984)

10.32.070 Emergency parking signs.

A. Whenever the chief of police shall determine that an emergency traffic congestion is likely to result from the holding of public or private assemblages, gatherings or functions, or for other reasons, the chief of police shall have the power and authority to order temporary signs to be erected or posted indicating that the operation, parking or standing of vehicles is prohibited on such streets, lanes or alleys as the chief of police shall direct during the time such temporary signs are in place. Such signs shall remain in place only during the existence of such emergency and the chief of police shall cause such signs to be removed promptly thereafter.

B. When signs authorized by the provisions of this section are in place giving notice thereof, no person shall operate, park or stand any vehicle contrary to the directions and provisions of such signs. (Ord. 158 § 1, 1984)

10.32.080 Bicycle parking zones.

When the chief of police determines that the establishment of a bicycle parking zone is reasonably necessary or desirable for the regulation of traffic or to provide facilities for the temporary parking of bicycles being operated upon the public streets, or to safeguard life or property, he is authorized to set aside a space on the street not more than 36 feet in length for the parking of bicycles during such hours of such days as are found by him to be best suited for the accomplishment of the purposes set forth in this section. When a bicycle parking zone is so established, the chief of police shall cause appropriate signs to be posted thereat during such hours, giving notice that parking of other vehicles is prohibited. No persons shall stop, stand or park any other vehicle in front of such zone while such signs are in place. (Ord. 158 § 1, 1984)

10.32.090 Parking on hills.

No person driving, or in control of, or in charge of a motor vehicle shall permit it to stand unattended and upon any grade exceeding three percent within any business or residence district without blocking the wheels of said vehicle or turning them against the curb or by other means. 10.32.100 Curb markings.

The chief of police is authorized, pursuant to resolution of the city council, and subject to the provisions and limitations of this title, to place, and when required in this chapter shall place, the following curb markings to indicate parking or standing regulations, and said curb markings shall have the meanings as set forth in this section.

A. “Red” means no stopping, standing or parking at any time except as permitted by the Vehicle Code of the state, and except that a bus may stop in a red zone marked or signed as a bus zone.

B. “Yellow” means no stopping, standing, or parking at any time between 8:00 a.m. and 6:00 p.m. of any day except Sundays or holidays for any purpose other than the loading or unloading of passengers or materials; provided, however, that the loading or unloading of passengers shall not consume more than three minutes nor the loading or unloading of materials more than 20 minutes.

C. “White” means no stopping, standing or parking for any purpose other than loading or unloading of passengers which shall not exceed three minutes, and such restrictions shall apply between 8:00 a.m. and 6:00 p.m. of any day except Sundays and holidays and except as follows:

1. When such zone is in front of a hotel the restrictions shall apply at all times.

2. When such zone is in front of a theater the restrictions shall apply as provided by resolution of the city council.

D. “Green” means no standing or parking for longer than 12 minutes at any time between 8:00 a.m. and 6:00 p.m. of any day except Sundays and holidays.

E. When the chief of police as authorized under this title has caused curb markings to be placed, no person shall stop, stand or park a vehicle adjacent to such legible curb markings in violation of any of the provisions of this section. (Ord. 158 § 1, 1984)

10.32.110 In lanes or alleys.

No person shall stop, stand or park a vehicle for any purpose other than the loading or unloading of persons or materials in any lane or alley. (Ord. 158 § 1, 1984)

10.32.120 Time restrictions – Marking.

The city council shall, by resolution, determine those streets or parts of streets upon which parking shall be limited to 12 minutes, one hour, or two hours, and the chief of police shall designate such streets or parts of streets by appropriate signs or curb markings. When authorized signs or curb markings are in place on any street or part of street giving notice of 12-minute, one-hour, or two-hour parking limitations no person shall stop, stand or park any vehicle in any such street or part of street between the hours of 8:00 a.m. and 6:00 p.m. on any day except Sundays or holidays for a period of time longer than indicated by such signs or curb markings. On any calendar day, successive acts of parking within a distance of 300 feet on any street when a vehicle is moved merely for the purpose of avoiding the parking limitations prescribed by this title shall be deemed a single act of parking within the meaning of this section, subject to the longest parking limitation applicable to the portion of said street lying between the parking places so used. 10.32.130 Prohibitions on designated streets at designated times.

A. Whenever the city council shall, by resolution, determine that the stopping, standing, or parking of any vehicle upon any street or part of street between 7:00 a.m. and 9:00 a.m. or between 4:30 p.m. and 6:30 p.m. will create traffic congestion, the chief of police shall indicate such places by appropriate signs or markings.

B. When signs or markings authorized pursuant to the provisions of this section are in place, no person shall stop, stand or park any vehicle contrary to the directions or provisions of such signs or markings. (Ord. 158 § 1, 1984)

10.32.140 Nighttime prohibitions.

Whenever the city council shall, by resolution, determine that the parking of vehicles on any street in a business district for a period of time longer than 30 minutes between the hours of 3:00 a.m. and 5:00 a.m. of any day restricts the orderly cleaning of said streets, and signs or markings are placed to designate such restriction, no person shall stop, stand or park a vehicle contrary to the directions or provisions of such signs or markings. 10.32.150 Commercial vehicles – In residential areas.

No person shall park any commercial vehicle which has a rated load limit in excess of 6,000 pounds more than five hours on any street where the parking area of such street is adjacent to property zoned R-1, R-3 or R-4 by EMC Title 17, Zoning, except while loading or unloading property and time in addition to such five-hour period is necessary to complete such work, or when such vehicle is parked in connection with, and in aid of, the performance of a service to or on property in the block in which such vehicle is parked and time in addition to such five-hour period is reasonably necessary to complete such service. 10.32.160 Commercial vehicles – Permit.

A. The parking of a commercial vehicle on any street in violation of the provisions of EMC 10.32.080 may be permitted by the chief of police when the vehicle is necessary in connection with work or services being performed on the premises adjacent thereto.

B. Applications for a permit authorized by this section shall be made to the chief of police on forms provided by him. The permit shall be issued by the city clerk upon presentation of the written approval of the chief of police and payment of a permit fee of $1.00 for each vehicle to be parked. Any permit issued under the authority of this section shall be valid only on the day of issuance. (Ord. 158 § 1, 1984)

10.32.170 Parking on city property.

A. Whenever the city council determines that the orderly, efficient conduct of the city’s business requires that parking or standing of vehicles on city property be prohibited, limited or restricted, the chief of police is authorized and directed to erect or post signs, by resolution of the city council, indicating the parking of vehicles is thus prohibited, limited or restricted.

B. When signs authorized by the provisions of this section are in place, giving notice thereof, no person shall park or stand a vehicle contrary to the directions or provisions of such signs. (Ord. 158 § 1, 1984)

10.32.180 Angle parking.

Angle parking of vehicles is prohibited on all streets in the city excepting that on the portion of Main Street between Collier Way and Diggles Street, and diagonal parking of vehicles is authorized on the northerly side of said street(s). (Ord. 158 § 1, 1984)
