12.13.010 Definitions.

A. “Camping” means the occupation of any trailer, mobile home, camper or other vehicle equipped for human habitation; the erection of any tent or other shelter; or the arrangement of sleeping bags or bedding for the purpose of or which will permit remaining overnight.

B. “Overnight” means between the hours of 11:00 p.m. of one day and 6:00 a.m. of the following day.

C. “RV” or “recreational vehicle” means a motorhome, travel trailer, truck camper, camping trailer, or other vehicle or trailer, with or without motive power, designed or altered for human habitation for recreational, emergency, or other human occupancy. “Recreational vehicle” specifically includes, but is not limited to: a “recreational vehicle” as defined by California Health and Safety Code Section 18010; a “truck camper” as defined by Health and Safety Code Section 18013.4; a “camp trailer” as defined in California Vehicle Code Section 242; a “camper” as defined in California Vehicle Code Section 243; a “fifth-wheel travel trailer” as defined in California Vehicle Code Section 324; a “house car” as defined by California Vehicle Code Section 362; a “trailer coach” as defined in California Vehicle Code Section 635; a van camper; or a van conversion.

D. “Sound-amplifying device” means any machine or device for the amplification of the human voice, music or any other sound. Sound-amplifying equipment shall not be construed to include electronic devices, including but not limited to radios, tape players, tape recorders, compact disc players, electric keyboards, music synthesizers, record players or televisions, which are designed and operated for personal use, or which are used entirely within a building and are not designed or used to convey the human voice, music or any other sound to an audience outside such building, or which are used in vehicles and heard only by occupants of the vehicle in which installed.

E. “Vehicle” means a device by which any person or property may be propelled, moved or drawn, including bicycles. (Ord. 211, 2014)

12.13.020 Purpose.

In order to promote the safety, comfort and convenience of persons using any park or recreation area. (Ord. 211, 2014)

12.13.030 Camping.

A. Tent camping permitted for up to three days, in any two-week period. Campers may not erect structures or clotheslines.

B. Camping with use of recreational vehicle prohibited. (Ord. 211, 2014)

12.13.040 Fees.

Fees are to be set by resolution by Etna city council. (Ord. 211, 2014)

12.13.050 Fires.

Fires permitted only in stoves, barbeques, or other suitable devices. (Ord. 211, 2014)

12.13.060 Hours of use of recreation areas.

A. The park is open for general use from 6:00 a.m. to 10:00 p.m.

B. The park is closed during winter months. (Ord. 211, 2014)

12.13.070 Littering.

Dumping household garbage prohibited. All other garbage and trash must be deposited in the proper receptacles. (Ord. 211, 2014)

12.13.080 Animals.

A. All pets must be on a leash.

B. Owners are responsible for cleaning up after their pets.

C. Pets must have current licenses. (Ord. 211, 2014)

12.13.090 Vehicles and parking.

A. Motor vehicles and bicycles must be operated only on park roads.

B. Parking is permitted only on gravel or pavement. (Ord. 211, 2014)

12.13.100 Rules and regulations.

A. Prohibited Activities.

1. Use of amplified sound without written permission.

2. Playing or practicing golf, or use of golf clubs.

3. Operating any motor driven model aircrafts, including rockets.

4. Possession of weapons including but not limited to firearms, bows and arrows, air guns, slingshots and paintball guns.

5. Digging, removing, destroying, cutting, or injuring trees, shrubs, grass, or other plant life.

6. Removal of any wood, turf, soil, grass, rock, sand or gravel.

7. Loitering in or about restrooms.

8. Boisterous, threatening, abusive or insulting behavior.

9. Shooting or possessing fireworks.

10. RV camping is prohibited.

11. Harassing or annoying wildlife. (Ord. 211, 2014)

12.13.110 Violations.

Any violation of any provision of this chapter or any resolution adopted pursuant thereto shall constitute an infraction. (Ord. 211, 2014)

12.13.120 Exceptions.

Exceptions to this chapter may be made by Etna city council in order to accommodate special events. (Ord. 211, 2014)
