6.16.010 Issuance authority – Form.

A. The finance officer with the assistance of the animal control officer is authorized to prepare applications and license tabs to be issued to the owner or owners of dogs as required by this title.

B. The city may contract with veterinarians whose businesses are located in the city to issue dog licenses and collect fees.

C. Tags shall be metallic or of other durable material and have stamped thereon “City of Fortuna,” the expiration date of the license, and a consecutive serial number. (Ord. 93-580 § 1; Ord. 76-362 § 10).

6.16.020 Required – Fee – Violations.

A. Each person owning any dog over the age of four months shall procure a license for such dog within 30 days after the dog reaches the age of four months, or within 30 days after the arrival of such dog in the incorporated area of the city, and shall be required to pay for such license at said time the sum set by resolution of the city council for a three-year period for each dog.

B. If the license fee is not paid within the specified periods of time, the owner shall be required to pay the sum set by resolution of the city council as a license fee for each dog owned.

C. The animal control officer may demand such proof as may be necessary to ascertain that the dog has in fact reached the age of four months within the 30 days next preceding the application for a license, or that the dog has arrived in the incorporated area of the city within the 10 days next preceding the application for a license.

D. On or before the first day of July, each person owning a dog required to be licensed shall procure a license for such dog and shall be required to pay for such license, at said time, the sum set by resolution by the city council for each dog. If the license fee is not paid on or before July 31st, the owner shall be required to pay the sum and late fee set by resolution by the city council as a license fee for each dog so owned.

E. Each person owning a dog required to be licensed who fails to procure a license and pay the license fee required under this chapter shall be guilty of an infraction. (Ord. 2007-667 § 1; Ord. 89-536 §§ 1, 2; Ord. 76-362 § 11).

6.16.030 Attachment to collar.

A. It is unlawful for any person to attach a dog license tag to the collar of any dog other than the one described in the application of such license tag.

B. Dog tags shall be affixed to a permanent collar and worn by the dog at all times when off the owner’s premises. (Ord. 76-362 § 12).

6.16.040 Duplicates.

The fee for issuing a duplicate dog tag and replacing a lost dog tag shall be set by resolution of the city council. (Ord. 76-362 § 13).

6.16.045 Dogs – License fee – Waiver.

The finance officer shall waive payment of the required license fee to an owner, custodian or trainer of a dog, if such dog is, or is in training to be, a guide dog for the blind, signal dog for the deaf, or service dog to the disabled. Service dogs are exempt from the license fee while so owned and used, but are not exempt from registration on the license application form, or from obtaining any required vaccination or identification tag or device. A service animal is not a pet. (Ord. 2007-667 § 2).

6.16.050 Seeing-eye dogs.

Repealed by Ord. 2007-667. (Ord. 76-362 § 15).
