6.36.010 License – Required.

Each person who owns or controls a kennel or place where there are kept five or more dogs for breeding purposes or for training, or sale, or other commercial purposes, shall pay an annual license fee set by resolution by the city council for such kennel, which shall be the license for all dogs regularly kept at the kennel. (Ord. 76-362 § 14).

6.36.020 License – Annual fee due date.

The license fee shall be paid on or before July 1st of every year. If the license fee is not paid on or before July 31st, the owner shall be required to pay the sum set by resolution by the city council per year for each kennel. Any owner or proprietor or person in control of such kennel who refuses to obtain and pay for such license within the time required shall be guilty of an infraction. (Ord. 76-362 § 14).

6.36.030 License – Prior approval of planning department required.

No kennel license shall be issued unless and until the prior approval of the planning department of the city has been obtained. (Ord. 76-362 § 14).

6.36.040 Location and maintenance.

Kennels shall be so constructed as to prevent dogs confined therein from running at large off the premises where the kennel is maintained, and shall be maintained in a sanitary and proper place and condition and will not cause detriment or nuisance in the immediate neighborhood. (Ord. 76-362 § 14).

6.36.050 Right of entry for inspection – Revocation of license.

A. The animal control officer may at any time enter on the premises of licensed kennel to inspect the premises. The purpose of such inspection is to assure that the premises are being maintained in a sanitary and proper condition, and that such kennel has not been permitted to become a nuisance or detriment in the immediate neighborhood.

B. If the animal control officer finds that the premises are not maintained in a sanitary and proper manner, he may revoke the kennel license for the kennel. (Ord. 76-362 § 14).

6.36.060 Certificate required prior to licensing.

No kennel license shall be issued without a certificate signed by the animal control officer that such kennel is operated, or is to be operated, in accordance with provisions of this chapter, and unless such certificate is made, the owner of the kennel will not be entitled to a kennel license according to the provisions of this chapter. When any dog is removed from such kennel, the owner thereof shall obtain an individual license as required under this chapter. (Ord. 76-362 § 14).
