2.48.010 Established.

A public airport has been established in the City of Healdsburg (“City”) as a proprietary enterprise and is known as the “Healdsburg Municipal Airport.” (Ord. 1148 § 2, 2015.)

2.48.050 Airport manager.

The City may employ an airport manager, who shall be responsible for overseeing the daily operations of the airport under the direction of the City Manager or his designee, and subject to the policies established by the City Council. When the position of airport manager is vacant, the City Manager may designate one or more City employees to fulfill the functions of the airport manager. (Ord. 1148 § 2, 2015.)

2.48.070 Regulations for use of the airport.

All persons using the municipal airport shall be subject to, and governed by, all City ordinances and resolutions, state and federal laws, and FAA regulations. (Ord. 1148 § 2, 2015.)

2.48.080 Open for public use at all hours.

The airport shall be open for public use at all hours of the day and night, subject to the rules and regulations set forth herein, and subject to such additional restrictions due to inclement weather, or the condition of the landing area, as may be determined by the City. (Ord. 1148 § 2, 2015.)

2.48.090 Use of airport, airport liability.

The privilege of using the airport and its facilities is conditioned on the assumption of full responsibility and risk by the user thereof and the user shall release, hold harmless, and indemnify the City, its officers and employees from such use as well as against claims of third persons against the person using the airport. 2.48.100 Business or commercial activities.

No person shall engage in any business or commercial activities at the airport except by concession agreement approved by the City Council. Such commercial activity shall include, but not be limited to, any solicitation of data or statistical information; any advertisement or promotion of goods or services; any offer to sell, rent or lease goods or services directed to the public, including flight instruction or aircraft maintenance installation or services; and commercial glider operations; whether by a profitable, nonprofit or charitable organization. 2.48.110 Motor vehicles.

Every person who operates any motor vehicle or mobile equipment on the airport shall comply with all applicable provisions of the laws of the state of California and any special regulations prescribed herein for the control of such vehicles, except in cases of emergency involving life or property. 2.48.120 Fire regulations.

The airport shall be governed by the regulations of the City fire department, except where specifically directed by any provision of federal or state law or this code. (Ord. 1148 § 2, 2015.)

2.48.130 Building regulations.

The airport shall be governed by the regulations of the City building code, which shall be enforced by the City building department. (Ord. 1148 § 2, 2015.)

2.48.140 Fees, rates and charges.

The schedule of fees, rates and charges for use of the airport area and for lease of land and buildings shall be established from time to time by the City Council. (Ord. 1148 § 2, 2015.)

2.48.150 Misdemeanor.

Any person violating any provision of this chapter shall be guilty of a misdemeanor and upon conviction shall be punished by a fine of not more than $1,000. (Ord. 1148 § 2, 2015.)
