2.08.010 Planning commission.

The planning commission shall consist of five regular members. The mayor shall be an ex officio member of the commission. The city attorney shall serve as legal counsel to the planning commission. The five members of the planning commission shall be citizens of the city and shall hold no other local public office. (Ord. 354 § 1, 1977; Ord. 153 § 1, 1931; Ord. 151 § 1, 1931).

2.08.020 Term of office – Ex officio members.

The mayor of the city shall hold his or her office as ex officio member of the planning commission during his or her incumbency as mayor. (Ord. 354 § 1, 1977; Ord. 151 § 2, 1931).

2.08.030 Term of office – Continuation.

Those five public members of the Holtville planning commission holding office on July 27, 1977, shall continue in office for their previously prescribed terms. At the expiration of their respective terms, the city councilmembers then in office shall appoint their successors to serve four-year terms. Each commissioner shall hold office until such time as his or her successor is appointed. (Ord. 354 § 1, 1977; Ord. 151 § 3, 1931).

2.08.040 Vacancies.

Should a vacancy occur on the commission other than by expiration of term of office, the vacancy shall be filled by the city council for the unexpired portion of the term. (Ord. 354 § 1, 1977; Ord. 151 § 4, 1931).

2.08.050 Rules for the transaction of business.

A. A majority of the regular members of the commission shall constitute a quorum for the transaction of business. A majority of all the regular members must concur on any decision. The mayor shall have no vote except in the case of a tie.

B. With the approval of the city council, the commission shall adopt rules for the conduct of its business, including the selection of officers, and shall keep records of any resolutions, transactions, findings and determinations, which records shall be open to public inspection. 2.08.060 Meetings.

The commission shall hold one regular meeting per month as designated by resolution of the planning commission, and shall hold such additional and special meetings as may be called by the chairman thereof by giving special notice as required by law. In the event that a regularly scheduled meeting falls on a city holiday, the meeting shall be conducted on the next regular business day of the city offices. 2.08.070 Powers – Duties.

The city planning commission shall exercise all powers and duties assigned to such commission by state law. The city council shall submit to the commission all matters on zoning, highway and street development, park and playground development, billboard control, major and minor subdivision plans, and all other projects having to do with local improvement for its investigation, report and recommendation. 2.08.080 Local improvement plans.

The planning commission shall, upon direction of the city council, or upon its own motion, with the consent of the city council, undertake investigation and preparation of plans for local improvement and may employ engineers, city planners and other expert counsel required in the carrying on of its work.
